Eligible applicants: Open to legal entities, including individual firms and joint ventures/consortia (APCA). State-owned enterprises of the borrower's country are eligible only if they prove legal and financial autonomy, operation under commercial law, independence from the borrower/buyer, and absence of conflict of interest.
Geographic and legal eligibility: The bidder, all JV members, and all participating parties must be from IDB member countries. A firm must be legally incorporated in an IDB member country and more than 50% of its capital must be owned by individuals or firms from member countries.
