• Eligible applicants: Natural or legal persons may tender as a sole bidder or as a group of economic operators. Subcontracting is permitted.
• Geographic and legal eligibility: Participation is open to operators established in EU Member States, EEA/EFTA countries, accession countries, third countries with a procurement agreement with the EU, and countries covered by the WTO GPA, subject to the applicable access rules. Tenderers, involved entities and subcontractors must not be subject to EU restrictive measures that would prevent performance of the contract.
