• Eligible applicants: Open to any economic operator, including sole bidders and joint groups; subcontracting is allowed. Natural or legal persons may participate, and consortium members are jointly and severally liable if they bid jointly.
• Geographic and legal eligibility: Participation is open to operators established in EU/EEA countries and, where applicable under the procurement access rules, to operators from third countries with a relevant agreement with the EU. Operators and any associated entities or subcontractors must not be subject to EU restrictive measures.
