• Eligible applicants: Economic operators able to perform adult training services; joint tenderers are allowed. Use of another organisation’s capacity is permitted, provided the tender identifies the capacity provider and includes a commitment that the necessary resources will be available during performance.
• Geographic and legal eligibility: Tenderers must satisfy the adult-training licensing requirement under Hungarian rules by the tender deadline. If not established in Hungary, the equivalent permit in the country of establishment must be provided.
