• Eligible applicants: Legally registered hotels or hotel-operating companies. Each bidder may submit one offer for one hotel establishment and one lot only, corresponding to the documented category of that establishment.
• Geographic and legal eligibility: The hotel must be located in Addis Ababa and hold a valid hotel operating licence or equivalent authorisation to provide hotel services in Ethiopia. The bid must include proof of legal existence/business registration and, for the lot applied for, evidence of the hotel category (5-star, 4-star or 3-star).
