• Eligible applicants: National legal entities may apply. The bidder may be a single firm or a joint venture/consortium/association if permitted under the submission rules.
• Geographic and legal eligibility: Proposers from all countries are eligible, unless otherwise restricted in the data sheet. The bidder must have legal capacity to enter into a binding contract and must be duly registered.
• Exclusions: Bidders are ineligible if they are listed on the UNGM ineligibility list, the UN Security Council sanctions lists, or the World Bank ineligible/debarred lists. Any conflict of interest disqualifies the bidder.
