• Eligible applicants: Natural or legal persons, including joint tenders and subcontracting arrangements; participation is open to entities established in the EU, ETF partner countries, Iceland, Norway and Liechtenstein, and to international organisations. UK tenderers may not participate.
• Geographic and legal eligibility: The tenderer and all involved entities must not be subject to EU restrictive measures. The tenderer should have an office or permanent base in one of the capital cities of the countries covered by the contract.
