• Eligible applicants: Legal entities may bid, including firms and consortiums. A consortium must name one lead entity with authority to bind all members and submit a notarized consortium agreement.
• Geographic and legal eligibility: The bidder must be a legally registered entity and provide a certificate of registration/GST or incorporation certificate. UNGM registration is mandatory for participation and a prerequisite for award.
• Financial capacity: Audited financial statements and income tax returns for at least the last 3 years are required. The bidder must not be in bankruptcy or receivership, and no legal action may be pending that could impair operations.
