This Invitation to provide Qualification Information follows the General Procurement Notice posted on the MCA-Moldova website at http://www.mca.gov.md/en/General-procurements-notice.html on April 30, 2013, dgMarket on April 30, 2013, and UN Development Business Online on April 30, 2013, and published in the local newspapers Ekonomicheskoie Obozrenie on May 10, 2012 and Monitorul Oficiel on May 17, 2013.  

The Millennium Challenge Corporation (“MCC”) and the Government of Moldova (the “Government” or “GoM”) have entered into a Millennium Challenge Compact for Millennium Challenge Account assistance to help facilitate poverty reduction through economic growth in Republic of Moldova (the “Compact”) in the amount of approximately 262,000,000 USD (“MCC Funding”). The Government, acting through the Millennium Challenge Account – Moldova, a public institution established under the laws of the Republic of Moldova as the Accountable Entity for the Compact (“MCA-Moldova”), intends to apply a portion of the MCC Funding to eligible payments under a contract for River Basin Management Training Services which includes:

    Water Resource Planning: Training on the application of WEAP application;
    Hydrometric Data Management: Aquatic Informatics “Aquarius” Training;
    Geographical Information System (GIS): ESRI ArcGIS Training; and,
    Hydrodynamic Modeling: HEC-geoRAS Training.

More details on these consultant services are provided in the Terms of Reference attached to the Request for Qualification Information (RQI).

The RQI is open to all eligible entities (“Consultants”) who wish to respond. Consultants may only associate with each other in the form of a joint venture or in a sub-consultancy agreement to complement their respective areas of expertise to enhance their capacity to successfully carry out the assignment and so long as any association is otherwise formed in accordance with the terms of the RQI.  

A Consultant will be selected under the Selection Based on the Consultants’ Qualification (CQS)   method in accordance with MCC Program Procurement Guidelines as amended on May 2, 2011, which are provided on the MCC website http://www.mcc.gov/pages/business/guidelines.
