The Federal Democratic Republic of Ethiopia has received financing in the amount of USD 550 million equivalents from the World Bank and it intends to apply part of the proceeds to payments under the Contract for procurement of Adaptation and Transcription of Textbooks and Teachers Guide in to Braille as listed below. This project will be jointly financed by the Global Partnership for Education (GPE), UK Department of International Development (DFID), Italian Development Cooperation, Finland Ministry of Foreign Affairs, and US Agency for International Development (USAID).

The Ministry of Education (MoE) now invites sealed bids from eligible bidders for the Adaptation and Transcription of Textbooks and Teachers Guide in to Braille for the following subject and grades:

Bidding will be conducted through International Competitive Bidding (ICB) procedures specified in the World Bank Guidelines: "Guidelines: Procurement under IBRD Loans and IDA Credits" dated January 2011; and is open to all bidders from eligible source countries as defined in the Guidelines.

Interested eligible bidders may obtain further information from Ministry of Education, Procurement and Property Administration Directorate, MoE Head Office, Old Building, Room No. 107; and inspect the bidding documents at the address given below from 8:30am to 12:30pm and 1:30pm to 5:30pm from Mondays to Thursdays, and on Fridays from 8:30am to 11:30am and 1:30pm to 5:30pm local time.

Qualification requirements include: minimum of five years general experience in adaptation and transcription of educational materials in to Braille and specific experience of successful completion of at least two similar contracts within the last five years, as specified in the Bidding Document. Additional details are provided in the Bidding Document.

A complete set of bidding documents in English language may be purchased by interested bidders on the submission of written application to the address below and upon payment of a non refundable fee ETB 400 or USD 20. The method of payment shall be in cash or cashier's cheque or CPO to the MoE.

Bids must be delivered to the address below at, or before, 10:00 AM, September 30, 2015. Electronic bidding will not be permitted. Late bids will be rejected. Bids will be opened in the presence of the bidders' representatives who choose to attend in person at the address below at 10:30 AM on September 30, 2015.

The bid must be accompanied by a bid security of USD 52,000.00 or an equivalent amount in a freely convertible currency of eligible countries. The bid security shall be in the form of a certified cheque or unconditional bank guarantee from reputable banking institution. Bid security in the form of an insurance bond shall not be accepted.
