Objective and Purpose of the Assignment

ADB is preparing a feasibility study to develop seed businesses that distribute quality seeds in
Myanmar in order to improve productivity and income of a large number of smallholder farmers. While
informal seed systems and public seed delivery programs remain dominant in many developing
countries, private seed companies could play a much bigger role in supplying affordable quality
seed of better-performing and locally-adapted varieties to smallholder farmers. The study is to
analyze the feasibility of demand-based business development models to construct quality
agricultural input value chains; estimate the scale of their potential development impacts on
smallholder farmers ; and identify potential exist strategies.
