Expressions of interest

The Government of Armenia has received financing from the International Bank for Reconstruction and Development (IBRD) in the form of a loan toward the cost of Additional Financing for the Electricity Supply Reliability Project. The Project objective is to enhance power system operation efficiency and reliability, rehabilitation and extension of the Haghtanak substation as well as the rehabilitation of Charentsavan-3 and Vanadzor-1 substations. The Haghtanak substation is critical for ensuring reliable power supply to distribution substations and consumers in the Western parts of Yerevan. Charentsavan-3 serves residential consumers and also functions as a switching station linking to other six substations in the North-Eastern Armenia. Vanadzor-1 serves residential and large industrial consumers in the Northern parts of Armenia.   

High Voltage Electric Networks of Armenia (HVEN) CJSC, the implementing entity for the above project, will be selecting design, supply, and installation contractors for rehabilitation of the above substations. HVEN will need support from the qualified international consultant to conduct technical supervision of the rehabilitation works at the above three substations.

The services to be provided by the Consultants include but are not limited to, the following: (a) review of designs, (b) Construction supervision, quality assurance and inspection (c) Support to HVEN related to factory test of materials and equipment, and guarantee testing and commissioning of substations. The estimated duration of assignment is 24 months.

HVEN now invites eligible consultants to indicate their interest in providing the services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services (brochures, description of similar assignments done under fund of International financial institutions (IFIs) within last 10 years, experience in similar conditions, etc.). The shortlisting criteria are:

*Company's general experience /max 20 points/

*Company's specific experience in similar assignments (support with technical supervision and project implementation support under IFI financed substation construction and rehabilitation projects) /max 70 points/

*"Company's specific experience in Europe and Central Asia Region in similar assignments (support with technical supervision and project implementation support under IFI financed substation construction and rehabilitation projects)" /max 10 points/

The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank's Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits and Grants by World Bank Borrowers" published by the Bank in January 2011(revised July 2014), setting forth the World Bank's policy on conflict of interest.  Consultants may associate with other firms in the form of a joint venture or a sub-consultancy to enhance their qualifications.

A consultant will be selected in accordance with the procedures set out in the World Bank's Guidelines: Selection and Employment of Consultants Under IBRD loans and IDA Credits by World Bank Borrowers by World Bank Borrowers (January 2011, revised July 2014).
