1. The Government of Barbados has received financing from the Inter-American Development Bank (IDB) and the European Union (EU) towards the Public Sector Smart Energy Program “the Program” and intends to apply part of the proceeds to procure consulting services for which this Request for Expressions of Interest (EOI) is issued. 

2. The general objective of the Program is to promote the use of Renewable Energy (RE) and Energy Efficiency (EE) measures in the public sector to reduce Barbados’ fossil fuel dependence, promote sustainable energy and therefore contribute to the country’s competiveness.  

3. The Division of Energy and Telecommunications, Prime Minister’s Office intends to retrofit  a number of government buildings with RE and EE technologies to ensure that the objectives of energy saving as well as the generation of electricity using solar photo voltaic (PV) installations is realized, in accordance with predetermined program targets.  

4. The Government of Barbados, through the Executing Agency of the Division of Energy and Telecommunications, Prime Minister’s Office, now invites eligible Consulting Firms to indicate their interest in undertaking the Services to provide Level II Energy Audits (ASHRAE standards or equivalent) and recommend the application and specifications of EE and RE measures for fifteen (15) government-owned buildings.  The buildings will be packaged in three (3) Lots of five (5) and the Consulting firm will be allowed to bid on one or all lots. 

5. Interested Consulting Firms must provide information demonstrating that they are qualified to perform the consultancy services.  Information submitted should include relevant work experience in Barbados or the region; experience in projects of similar scope, complexity and technical specialization; existing commitments and the availability of appropriate skills among staff to perform the Services.   

6. A consulting firm will be selected in accordance with Section III as set out in the Policies for the Selection and Contracting of Consultants financed by the Inter-American Development Bank GN-2350-9.  Quality Based Selection (QBS) will be the selection method used and bidding is open to all eligible bidders as defined in the Policies.  Consulting firms from member countries of the Inter-American Development Bank and the European Union are eligible to participate in this tender. 

7. A shortlist of no more than six (6) of those firms that indicate an interest will be established and invited to submit Technical and Price proposals.   The Price Proposal of the shortlisted firm with the highest ranked Technical Proposal will be opened to facilitate negotiations of the price proposal for award of contract.

8. The successful Applicant will be required to enter into a Contract drawn up by or in the form approved by the Solicitor General or another Legal Officer in the Public Service approved by her.  A surety for the due performance of the contract will be required by one of the methods listed below:

  • By way of a deposit with the Treasury of a sum of money or approved securities to the value of not less than ten percent of the contract price; or 
  • By way of a Bank or accredited Insurance Company whose liability shall be not less than ten percent (10%) of the contract price

9. All Corporate Applicants should include with their application a copy of the company’s Certificate of Incorporation as evidence that the company is an existing registered company as at the date of application.  The Certificate must be in the name of the Applicant. 

10. Where the Certificate of Incorporation has not been submitted at the date of the opening, the Applicant will be given a maximum of two (2) weeks to meet this obligation.  Failure to submit the Certificate of Incorporation within the extended period would render the application void. 

11. Local Applicants are advised that the Certificate of Incorporation referred to at paragraph 9 above means a Certificate of Incorporation issued under the 1985 Companies Act of Barbados or where applicable a Certificate of Amendment. Certificates must be dated after December 31, 1984. 

12. APPLICANTS SHOULD BE AWARE THAT THE LABOUR CLAUSES (PUBLIC CONTRACTS) ACT CAP.349 SHALL, IN SO FAR AS IS APPLICABLE TO THE TENDERER APPLY TO ANY CONTRACT MADE IN RESPECT OF THE TENDER. 13. Any firm incorporated outside of Barbados, which is awarded a contract, will be required to be registered in Barbados as an External Company under the ‘Companies Act of Barbados’.  

14. Interested firms are asked to obtain information which outlines the details of the services to be supplied and other consultancy requirements from Address (2) below between the hours of 9:00AM - 4:30 PM, Monday through Friday except on public holidays.  

15. The original, one copy and an electronic copy [USB, Flash Drive] of the Expression of Interest clearly marked “Request for Expressions of Interest - Consultancy Services for the Preparation of Energy Audits for EE and RE Retrofits of Government Buildings” must be placed in the Tenders Box in a sealed envelope at Address (1) below no later than 4:30 p.m. Barbados time, on Wednesday, November 4th, 2015.
