Summary Scope of Contract: As part of the measures being considered to improve activation policies in the country, the Croatian Employment Service (CES) is piloting the use of statistical profiling techniques as a tool to manage the high case load of its employment officers and to better focus scarce resources. This consulting service include preparation, development and implementation the piloting of the StAP within selected CES, and, later, propose actions for the scaling-up of the use of the proposed StAP model. The proposed work will consist of desk research and field work to assess how the business processes in CES are set out. Taking into account the information gathered, the Consultant will assess the best way of implementing the pilot by developing several profiling process prototypes and implement the prototype identified as most suitable for the purposes of the project. In order to ensure sustainability the Consultant will develop a training program and implement training for usage of the new tool and take steps for scaling-up the profiling model within larger context of the CES processes.
