Invitation for Bids (IFB)

Re: VEHICLES, MOTORCYCLES AND SPARE PARTS FOR ADS

Bid Ref: WAS-B16/CF

1. The Millennium Challenge Corporation (“MCC”) and the Government of Cabo Verde (the “Government”) have entered into a Millennium Challenge Compact for Millennium Challenge Account assistance to help facilitate poverty reduction through economic growth in Cabo Verde (the “Compact”) in the amount of approximately $66.2 million USD (“MCC Funding”). The Government, acting through the Millennium Challenge Account – Cabo Verde II (“MCA Entity” or “Purchaser”), intends to apply a portion of the MCC Funding to eligible payments under a contract for which this Invitation for Bids (“IFB”) is issued. Any payments made under the proposed contract will be subject, in all respects, to the terms and conditions of the Compact and related documents, including restrictions on the use of MCC funding and conditions to the disbursements of MCC funding. No party other than the Government and the Purchaser shall derive any rights from the Compact or have any claim to the proceeds of MCC Funding.

2. The Compact program includes a $41.1 million Water, Sanitation, and Hygiene (WASH) Project is designed to establish a financially sound, transparent and accountable institutional basis for the delivery of water and sanitation services to Cape Verdean households and businesses and a $17.3 million Land Management for Investment (LAND) Project is expected to improve Cape Verde’s investment climate by refining the legal, institutional and procedural environment to create conditions for increased reliability of land information, greater efficiency in land administration transactions, and strengthened protection of land rights; developing and implementing a new land information management system; and clarifying parcel rights and boundaries on targeted islands with high investment potential.

3. This IFB follows the General Procurement Notice (Amendment 2) that appeared in DgMarket, as well in local newspapers, “A Nação” on April 07, 2016.

4. The Purchaser now invites sealed bids to provide the goods and related services referenced above (“Bids”). More details on the goods and related services are provided in the Schedule of Requirements.

5. This IFB is open to all eligible entities or persons (“Bidders”) who wish to respond. Bidders may only associate with each other in the form of a joint venture or under a sub-contractual agreement to complement their respective areas of supply to enhance their capacity to carry out the supply of goods and provision of required services and so long as any association is formed or sub-contract is entered into in accordance with the bidding document associated with this IFB.

6. The goods and related services, and the contract expected to be awarded, are divided into Lots as indicated in the Bidding Document.

7. A supplier will be selected under the a competitive bidding method, the evaluation procedure for which is described in sections of the bidding document associated with this IFB in accordance with the “MCC Program Procurement Guidelines” which are provided on the MCC website www.mcc.gov.

9. The closing time for receipt of Bids is May 27, 2016 at 15H00 local time in Cabo Verde. Bids received after this time and date shall not be considered and will be returned unopened. Bidders should be aware that distance and customs formalities may require longer than expected delivery time.

10. All Bids must be accompanied by a bid security (as required) in the manner and amount specified in the Bid Data Sheet.

11. Bids will be opened in the presence of Bidders’ and/or their representatives who choose to attend on May 27, 2016 at 15H30 local time, at MCA-Cabo Verde II, Largo MCA-CV II, Edifício Cartório, 1° Andar, Achada Santo António, Republic of Cabo Verde.
