Romania has received a loan from the International Bank for Reconstruction toward the cost of Revenue Administration Modernization Project (RAMP) and it intends to apply part of the proceeds of this loan to payments under the agreement(s) resulting from this IFB.

The National Agency of Fiscal Administration (NAFA) serves as the implementing agency for the project and now invites sealed bids from eligible Bidders for E-Audit Tool – Licenses and Training.

Bidding will be conducted using the International Competitive Bidding (ICB) procedures specified in the World Bank's Guidelines: Procurement under IBRD Loans and IDA Credits, edition of January 2011, and is open to all Bidders eligible as defined in these Guidelines, that meet the following minimum qualification criteria:

*The Bidder must document having successfully completed at least two (2) contracts during the thirty-six months prior to the date of bid submission involving the supply of e-Audit software tools.
*The Bidder must document having ready access to at least Euro 50,000 (fifty thousand) equivalent in liquid assets (bank balances, unencumbered securities, lines of credit etc.).

Interested eligible Bidders may obtain further information from the National Agency of Fiscal Administration – Project Management Unit and inspect the bidding documents at the address given below from 8.30 to 17.00 hours local time (Mon – Thu) and from 8.30 to 14.30 hours local time on Fridays.

A complete set of bidding documents in English may be downloaded from www.anaf.ro/RAMP. The Bidders should register their contact information (e-mail and mailing address) by sending an e-mail to the address below. The same e-mail address should be used for submitting any clarification questions. Registration is necessary to receive answers to clarification questions as well as addenda to the bidding documents (if any). The downloadable version of the bidding documents, and any addenda to it, will be the binding one. 

Bids must be delivered to the address below at or before 11:00 local time on 15 September 2016.  Late bids will be rejected. Bids will be opened in the presence of Bidders' representatives who choose to attend at the address below at 11:15 local time on 15 September 2016.

The attention of prospective Bidders is drawn to (i) the fact that they will be required to certify in their bids that all software is either covered by a valid license or was produced by the Bidder and (ii) that violations are considered fraud, which can result in ineligibility to be awarded World Bank-financed contracts.
