Detailed Information for Advertisement

  1. The Government of Samoa has received a grant for assistance from the International Development Association under the Pacific Aviation Investment Project (PAIP) and it is intended to apply part of the proceeds to payments for the Contract – Consulting Services – Selection of an Individual Consultant – Aviation Adviser.
  2. The PAIP Program is a regional aviation project with the development objective to provide safe and secure air transport operations and environmentally sustainable and efficient airports and is being implemented in five (5) Pacific Island countries: Tonga, Tuvalu, Kiribati, Samoa and Vanuatu. The projects’ implementing Entity is Samoa Airports Authority (SAA), who leads the projects via the TFSU “Technical and Fiduciary Services Unit
  3. SAA now seeks to appoint an Aviation Adviser to provide specialist and technical support to the MWTI CAD in all aspects of civil aviation regulation, ICAO and NZCAA compliance.

  1. The total level of input is expected to require 4 person’s months input over 12 months period, commencing as soon as possible o/a October/ November 2016. A lump sum contract will be signed, on the basis of an agreed daily rate for the services. It is expected that four (4) trips each of 1-week duration will be required every 3 months as part of this assignment.
  2. Samoa Airports Authority now invites interested and eligible persons to provide their Expression of Interest consisting of a i) Curriculum Vitae, ii) list of 3 references with relevant contract details and iii) a Statement addressing the Selection Criteria contained within the TOR, demonstrating that they possess the relevant qualifications and experience to perform the services. The consultant will have but NOT limited to:
    1. A minimum 10 years of experience in the aviation sector, preferably in both aviation regulatory and operational roles, with international experience desirable, including:
    2. Demonstrable experience or familiarity with the New Zealand Aviation rule base and the New Zealand Civil Aviation Act;
    3. Regional knowledge and experience with small Civil Aviation Authorities would be highly desirable; Demonstrated pro-active working style and ability to work well with people from multiple cultures and backgrounds;
    4. Excellent verbal, written and presentation communication skills in English with demonstrable high level reporting skills;

The most qualified and suitable candidate may be interviewed prior to negotiating a Contract.

  1. A firm is eligible to nominate an individual – however, note that only the experience and qualifications of the nominated individual shall be used in the selection process, and that (their) corporate experience shall not be taken into account. The firm, if proposing an individual must specify whether the contract would be signed with the firm or the proposed individual. The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers (January 2011 edition), setting forth the World Bank’s policy on conflict of interest.
  2. The Consultant will be selected based on “Selection of an Individual Consultant” in accordance with the “Guidelines; Selection and Employment of Consultants by World Bank Borrowers” dated January 2011, which can be accessed at www.worldbank.org/procure .
