2.6 Detailed task description

The aim of the backstopping mandates are the support of the SDC Gender Focal Point and the SDC Gender Equality Network in the implementation of SDC’s commitment towards the gender goals in the Agenda 2030 for Sustainable Development (hereafter referred to as Agenda 2030) and the Dispatch 2017-2020 on Switzerland’s International Cooperation (hereafter referred to as Dispatch 2017-2020). The backstopping will contribute to fulfil the objectives by supporting ongoing measures for capacity building and knowledge manage-ment, and by strengthening quality assurance and accountability for transformative gender results.
Correspondingly, the support and services are required in three fields (corresponding to three bidding lots):

1. Knowledge Management in the SDC Gendernet, providing support for
• Capacity building and development of practice-oriented learning materials
• Capitalization and learning processes on key topics of the Agenda 2030 and the Dispatch 2017-2020
• Communication and exchange in the Gendernet

2. Shareweb maintenance, responsible for
• Shareweb management and maintenance
• Web-publishing, coordination with FDFA-sharepoint technical team, user support
• Trouble shooting and provision of good web-performance

3. Quality assurance & monitoring, providing support for
• Development of a monitoring and reporting system to report on gender equality and
• Redaction of an annual status report on the implementation of the SDC gender goals of the Dispatch 2017-2020

The qualification and profile of bidder(s) include for
- Lot 1 and 3:
• Proven expertise in the field of gender & sustainable development, with sound knowledge on key gender topics in the Agenda 2030
• Proven experience in participative and practice-oriented methodologies and learning approaches

• Sound capacities in all aspects of share point management, web-publishing and internet communication tools

Subcontractors are permitted, subject to the prior approval of the awarding entity. If the bidder engages subcontractors in order to carry out the work, the bidder will assume overall responsibility. It will list all the subcontractors involved, together with the roles allocated to them, in annex 1 "Bidder information" of the tender document.
Any contractual delegation by the contractor of performance of all or part of the present contract to subcontractors shall be subject to the prior written consent of the contracting authority. Subcontractors and their personnel must satisfy all conditions stipulated in the present contract and the appendices thereto. The contracting authority shall be liable solely to the contractor. In the event that the contractor delegates performance of all or part of the contract, the contractor shall bear sole liability for the acts of any sub-contractors.

The client only awards public commissions for services in Switzerland to tenderers who comply with job security regulations and the conditions of work for employees, and provide equal payment for men and women.
The contracting authority awards public contracts for services provided in Switzerland only to bidders who ensure compliance with the health and safety regulations and employment conditions for employees, as well as equal pay for women and men.
If the service is provided outside Switzerland, the participant must ensure at least compliance with the International Labour Organization’s fundamental conventions in accordance with Annex 2a PPO.
The self-declaration form “Compliance with working conditions, workplace health and safety regulations and requirement of equal pay for men and women: Declaration by the supplier” has to be signed and is to be submitted with the offer.
