UK Aid Match II
UK Aid Match (UKAM) is DFID’s fund for match funding UK public donations to charity appeals. The first phase of the scheme was launched in July 2013 with a budget of £120 million. The aim of the programme was to achieve “an informed UK public directing a portion of UK aid money, enabling NGOs to deliver more development results”. The scheme was open to any UK based CSOs to apply and funds could be used for interventions to reduce poverty in 26 DFID priority countries. To be eligible for match funding, appeals had to raise at least £100,000 and provide at least 400,000 opportunities for the public to see information about the appeal and the match funding offer. In total, 62 grants were awarded to CSOs, working in 22 countries, and 3.6 million public donations were matched. The Conservative Party Manifesto 2015 committed to help the UK public fight poverty by doubling the successful UK Aid Match scheme. Match funding awarded from May 2015 is already contributing towards this commitment. The next phase of UKAM, is UKAM II, with a budget of £117.6 million, will finance high-quality civil society projects in developing countries and provide more opportunities for the UK public to engage with international development issues and have a say in how UK aid is spent. The intended impacts of the next phase of UKAM are: i) a decline in poverty in target countries, through contributing to achieving the Global Goals; ii) a wider and more diverse constituency of the UK public informationally and behaviourally engaged in international development and having a say in how aid is spent. Under the next phase of the scheme, we expect there to be an increase in the number and diversity of CSOs accessing UKAM funding. This will be important for helping to achieve the Global Goals and the UK’s commitment to leave no one behind. This will also be important for reaching a wider audience in the UK, to widen and diversify the constituency of the UK public engaged in international development and who are having a say in how UK aid is spent. The next phase of the scheme will have broader country eligibility criteria, which will include countries in the bottom 50 of the Human Development Index and countries that DFID considers to be highly or moderately fragile. UKAM II 2016-2020 will draw on the successes of the first phase of the scheme, building a solid supply pipeline, including through larger CSOs. Alongside that we also expect to deliver a wider range of match funding opportunities. Each year, we envisage there being a package of different match funding opportunities. These might include: • Fundraising platforms for donation crowdfunding or peer to peer lending, which may particularly suit smaller CSOs which may not have the capacity to meet the criteria of raising £100,000 in donations or having a communications partner. • Schools fundraising • Humanitarian appeals The first funding round under the new phase of UKAM was launched on 4 November 2016, alongside the publication of the CSPR. This funding round follows the approach of previous rounds. Up to £30 million is available in this round to match funds raised through CSOs’ public appeals. A total of 44 organisations submitted applications, with around 25 likely to receive funding. This round is being managed by DFID staff and an external supplier has been contracted to assist with assessing the development aspects of concept notes and full application proposals. Early Market Engagement Event (EME) to be held on Thursday 24 November 2016, 14:00 to 16:30 BST at DFID, 22 Whitehall, London, SW1A 2EG. DFID will publish a tender in late 2016 seeking delivery partner(s) for a new programme to deliver the manifesto commitment to double the UK Aid Match scheme, which matches public donations to charity appeals to deliver projects to reduce poverty in developing countries. The programme, UK Aid Match II (UKAM II), builds on the current UK Aid Match scheme. UKAM II will be more modular and flexible in design, using a range of approaches to meet its objectives in a balanced portfolio approach. The current UK Aid Match programme meets the Conservative Party Manifesto 2010 commitment to “allow British people a direct say on aid spending” by matching public donations to charity appeals for projects to reduce poverty in developing countries. UKAM II will increase the scope and reach of the current UK Aid Match programme by providing new ways to match public giving and diversify the organisations that are accessing matched funding, aiming to build a wider and more diverse constituency of the UK public engaged in international development and having a say in how UK aid is spent. Delivery of this programme will require the Supplier(s) to fulfil four key functions: • Explore and recommend the most appropriate mix of match funding mechanisms, as described in the UKAM lI ToRs and Business Case (to be made available at a later date), on an annual basis in order to meet the objectives of the programme. • Deliver the agreed match funding opportunities, including outreach to CSOs, management of funding rounds, assessment of applications, carrying out due diligence of potential grant holders. • Provide advice and support to CSOs on appeal implementation. • Provide grant management for CSO projects under both the UKAM and UKAM II schemes through to completion. DFID will be hosting an Early Market Engagement Event for UKAM II on Thursday 24 November 2016, 14:00 to 16:30 BST at DFID, 22 Whitehall, London, SW1A 2EG. The main objective is to elicit market views on the feasibility of the proposed outputs and delivery options and to discuss challenges and opportunities.
