Description of Contract :
The United Nations System in Zimbabwe (hereinafter referred to as UN) currently has fourteen (14)
Accredited Agencies Funds and Programs (hereinafter referred to as AFPs). Their offices and facilities are located in Harare and in other parts of the country and they host high-level meetings involving Government Counterparts, Diplomatic Corp and other international and national organizations.
The UN Resident Coordinator on behalf of the United Nations AFPs represented in Zimbabwe solicited a qualified Security Company (hereinafter referred to as the “SC”) for the provision of high quality, exclusive, comprehensive and professionally managed security services for the entire UN System in Zimbabwe. (See list of Agencies on Appendix 1) in accordance with the specifications and terms and conditions set forth herein. The successfully service provider will be required to provide 24/7 security services to mitigate against, but not limited to crime, civil unrest, fire, and the protection of life of UN staff and property.
As an International Organization, the United Nations has its own security standards, in addition to those of dress and conduct, which are continuously modified to meet the needs of the United Nations Department of Safety and Security (hereinafter referred to as the UNDSS) and represented by the Security Advisor and Deputy Security Adviser (hereinafter referred to respectively as UNDSS SA, and UNDSS DSA) who will inform the SC of changes in security standards as and when changes occur.
The SC shall provide high quality unarmed security services to and protection to the personnel and premises of the United Nations located throughout Lusaka and other provinces of the country that are related to access control posts, foot patrols, security of infrastructures, and safety of parked vehicles within the perimeter fence lines or nearby of the existing installations indicated in Appendix I.
The SC shall provide day and night security guards who will, in addition to guarding the compound, undertake frequent patrols within and around specified areas of the compounds. The security guards shall be responsible for enforcing the rules and regulations governing the access to the compounds and facilities of the United Nations Offices in Zimbabwe. The SC shall ensure the perimeter integrity of the compounds allowing authorized access only to the compound and the protection of UN staff, visitors and assets. The scope of services to be performed by the selected service provider is as follows:
The above is a general description of the services required. On appointment, the Contractor will be provided with a more detailed set of standard operating procedures under which the guard force will be expected to operate. The UN reserves the right to review and modify site procedures on a continuous basis to adapt to new and emerging threats.
Please refer to Appendix II I to this document for staffing requirements for the installations indicated in Appendix I.
The intended term of contract shall be for period of one (1) year, with an option, at the sole discretion of the UN, to extend for two (2) successive one-year extensions under the same terms and conditions as agreed by the UN. However, it is important to note that the duration of relevant contract(s) shall be subject to the budget and mandate of UN and/or its Agencies, and subject to the satisfactory performance of the SC.

The global Report's analytical framework and inclusive approach carry over into regional, national and local Human Development Reports, also supported by the UNDP.
Focuses on strengthening safety and security systems while supporting conflict prevention, stabilization, and long-term peacebuilding efforts.
