The Socialist Republic of Vietnam has received financing from the International Development Association (IDA) toward the cost of the Social Assistance System Strengthening Project (SASSP), and intends to apply part of the proceeds for consulting services.

The consulting services (the “Services”) include: provision of training services on nationawide scale for staff whose are working in Labour Invalids and Social Affairs sector knowledge and skills to operate and maintain the Information Management System (MIS) effectively.

The Project Management Unit of SASSP, on be half of Ministry of Labour, Invalids and Social Affairs (MOLISA), now invites consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:

  1. General qualifications and experience: Consultants should have business registration in training, vocational training or similar; at least five (05) years operating in areas related to design, development of training materials and implementation of training on information technology (IT) or equivalence;
  2. Management Competence: Consultants should have reasonable management apparatus, appropriate coordination mechanism between internal professional departments to ensure the smoothly implementation of the services as well as quality of outputs. In case, Consultants are Associations (Joint venture or Sub-consultancy), Consultants should have reasonable coordination mechanism among members to ensure quality of services;
  3. Specific experience of Consultants relevant to the services: Consultants have successfully implemented at least one (01) contract relating to design, development of training materials and implementation of training on information technology (IT) or equivalence in the last three (3) years (2013, 2014, 2015). Experience in implementing contract(s) relating to poverty reduction, social assistance or social protection and with multiple levels of administration (central and local) is an advantage;
  4. Experience in region: Consultants should have experience in implementing contracts in South East Asia; experience in implementing contract(s) in Vietnam is an advantage;

The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants [under IBRD Loans and IDA Credits & Grants] by World Bank Borrowers dated January 2011 (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest.

Consultants may associate with other firms in the form of a joint venture or a subconsultancy to enhance their qualifications.

A Consultant will be selected in accordance with the Quality and Cost Based selection (QCBS) method set out in the Consultant Guidelines.
