Contract Title: Selecting of consulting firm for Conducting Environment Impact Assessment (EIA)

The Government of India (GOI) has received financing from the World Bank towards the cost of National Cyclone Risk Mitigation Project (NCRMP)-II in Karnataka, India and intends to apply a part of proceeds for consulting services.
The consulting services (‘the Services’) shall broadly include
Auditing of environment issues in compliance with NCRMP Environmental and Social Management Framework (ESMF).All aspects of ESMF implementation will be reviewed and verified by the consultants for construction of saline embankment in the state of Karnataka.
The firm will review and verify adequacy of existing system/practices for application of relevant safeguard procedures and practices, and adherence to various applicable regulations/rules/laws/acts/regulations in India and guidelines detailed out in the ESMF.
The overall objective of the Environmental Impact Assessment study is to help Karnataka State to minimize risk and vulnerabilities to cyclones through structural and non structural measures taken up under the National Cyclone risk Mitigation Project, and to advice on environment impact, and compliance with ESMF and make recommendations for performance improvement.
To provide these services, the SPIU wishes to engage Consultants who have qualified EIA experts with in depth knowledge and experience in Environmental Impact Assessment. The engagement of the finally selected firms is expected to be for a period of 4 (Four) months.
The draft Terms of Reference will be available on the website www.ksndmc.org.
The SPIU Karnataka, now invites eligible consulting firms (‘Consultants’) to indicate their interests in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:
The firm should have 10-year experience of conducting Environmental Impact Assessment (EIA) and preparing environmental management plans (EMP) for projects of similar characteristics.
The prospective should have adequate financial capacity in carrying out such assignments.
The firm should demonstrate that they have adequate capacity (including personnel) in handling such assignment and also experience in handling multilateral agency (World Bank/ADB, etc.) aided projects.
The Expression of Interest (EOI) must include:
*Introductory letter on letter head (with complete contact details – name of contact person, mailing address, telephone, fax, email etc.) explaining how the firm is best to deliver the task.
*Organization profile.
*Immediate past three year’s audited financial statements;
*Short note on the similar projects executed by the firm pertaining to the short listing criteria.
*The EOI should contain sufficient supporting document to substantiate the claim of the Firm towards their qualification as per the short listing criteria.
The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of consultants [under IBRD loans and IDA Credits & Grants] by World Bank Borrowers January2011 updated July 2014(‘Consultant Guidelines’), setting forth the World Bank‘s policy on conflict of interest.
Consultants may associate with other firms in the form of a joint venture or a sub -consultancy to enhance their qualifications. Such association shall be clearly indicated either as JV or sub - consultant.
A Consultant will be selected in accordance with the Quality and Cost Based Selection (QCBS) method set out in the Consultant Guidelines.
