Request for Expressions of Interest  (REOI) for Study for Disabled People’s Mobility Improvement-National ( Package no. DCC-AF-S3)

  1. The People’s Republic of Bangladesh intends to apply for a credit in the amount of US$ 35 Million (US$17 Million for Environment &US$18 Million for Transport Component)  as Additional Financing from the International Development Association (IDA) towards the cost of Clean Air and Sustainable Environment (CASE) Project' to be implemented by Dhaka South & North City Corporation (DSCC/DNCC)  and it intends to apply part of the proceeds to payments for the provision of consultancy services for the project by hiring  a firm of a Study for Disabled People’s Mobility Improvement.
  2. The objective of this contract is to better understand the travel needs and actual travel patterns of people with limited mobility, such as those with disability and are elderly, to identify their mobility challenges and to prepare pilot improvement work.  This contract will: 1) study the travel behavior of people with limited mobility and identify their mobility improvement needs; 2) recommend measures to improve their mobility, including through identification of locations and concept for pilot; and 3) prepare bidding documents for civil work contracts of the pilot.
  3. The consultancy firm will be required to deliver Study for Disabled People’s Mobility Improvement for improvement in Dhaka South and North City Corporation area. The major tasks to be undertaken by the Consultant are as follows but not limited to:

Diagnostic Analysis of the Status of People with Limited Mobility:

To have a general understanding of the challenges of people with limited mobility, in forms of the number of people with disability, any areas where more of them live, what their travel needs are, how they manage the difficulties they face, etc., the consultants are required to conduct a diagnostic study to analyze the status of people with limited mobility. The analysis should include people with different disabilities (both physical and mental), different household income levels, education, age, gender, etc. Different disabilities should be given equal consideration, instead of putting too much focus only on those people using wheelchairs.

The consultant is required to conduct the analysis through: 1) the interview with civil society organizations and relevant government agencies; 2) desk review of relevant literature and reports; and 3) face-to-face or paper interview with the target groups: people with disabilities and elderly people, selected by random sampling. Analysis Report shall be submitted as the deliverable for this task.

Identification of Key Facilities:

The consultants are required to prepare a digital map with all key facilities located within the boundaries of DSCC and DNCC. The map shall include hospitals, rehabilitation centers, special schools, etc, that are supposed to be the destinations of travel by people with limited mobility. The map should be in Shape (.shp) format and compatible with ArcGIS and/or QGIS.Key Facilities Report with digital map in the required format shall be submitted as the deliverable for this task.

Selection of Pilot Sites:

The Consultant are required to provide a list of 5-10 candidate sites for pilot infrastructure improvement for better accessibility for people with limited mobility. The focus should include but not limited to the following components: sidewalks with ramps, traffic signs, road markings, lane separators, bus stops, lightings, guard rails, safer crossings, etc. The Consultant will submit the list with brief concept for pilot for each candidate site, along with the potential benefits of each candidate site. The concept shall include the objective and the tasks to be finished on site, as well as the preliminary designs, required coordination effort with public agencies, and estimated schedule and cost. Report on Pilot Selection will be submitted as the deliverable for this task.

Development of Detailed Concept Plan and Bidding Document for Pilot Improvement:

Through the consultation with the Client, two sites for pilot will be selected. In addition, four Foot Over Bridge (FOB) sites under the CASE projects, namely, Narda, Lab Aid, Shapla Chatter, and Baily Road, shall be included in the pilot program. The Consultant is required to prepare Detailed Concept Plan and then bidding documents for goods and civil works for these six sites. In developing the concept, the consultants shall refer to the current roadway design standards in Bangladesh and related international best practices, such as but are not limited to the following list to identify room for improvement. Report on Detailed Concept Plan and Bidding Documents will be submitted as the deliverable for this task.

Development of Monitoring& Evaluation Framework:

The Consultant shall prepare a Monitoring & Evaluation (M & E) framework to serve as the evaluation tool for the proposed pilot improvement. The M & E framework shall include the necessary indicators to be measured and the required data sources to compute these indicators. The consultants are also required to collect the baseline data. Report on M&E Framework will be submitted as the deliverable for this task.

  1. The project Director of the project now invites Consultant firms to express their interest in providing the above services, Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc). The REOI would be reviewed on the basis of the following to prepare a short list:
  • General Experience of the Firm
  • Availability of appropriate skills among staff
  • Demonstrated capacity to handle such assignment in terms of resources
  • Experience in similar tasks.
  1. Consultants may associate to enhance the qualification but should clearly/explicitly mention whether the association is in the form a “Joint Venture” or “Sub-consultancy” In case of a “Joint Venture” all members must have real and well defined inputs to the assignment and it is preferable to limit the total member of firms including associates to a maximum of 3(three).
  2. The Consultant will be selected in accordance with the procedures set out in the World Bank’s Procurement Regulations for IPF Borrowers, July 2016[IS1] .
  3. Interested Consultants may obtain a brief  Terms of Reference (ToR) at[IS2]  www.dhakasouthcity.gov.bd and the address below during office hours on weekdays.
  4. Request for Expressions of Interest(REOI) for the above contract must be delivered to the address below on or before 14 September 2017 during office hours. The envelopes must be clearly marked “REOI for a Study for Disabled People’s Mobility Improvement (Package no DCC AF  S3) with address as mentioned below .
