Invitation for Bids (IFB)

RE-DEVELOPMENT OF CULTURE AND EDUCATION AREA IN SADDAR DOWNTOWN

1. The Government of Sindh (herein after called Borrower) has applied for financing from the International Development Association (IDA) (the Bank) in the form of a credit (hereinafter called credit) towards the cost of Karachi Neighborhood Improvement Project (KNIP). The Project Director, Project Implementation Unit, KNIP, Karachi an implementing agency of the Client, intends to apply a portion of the proceeds of this credit to eligible payments under the contract for which this Invitation for Bids is issued. Bidding is open to all bidders from eligible source countries as defined in the World Bank Procurement Regulations for IPF Borrowers dated July 2016 available on www.worldbank.org

2. The Project Director, Project Implementation Unit (KNIP) now invites sealed bids from eligible bidders for Redevelopment of Educational & Cultural Area in Saddar Downtown, Karachi (hereinafter called “works”). The works include construction of urban infrastructure, streets and parking plaza/structure etc. The works are to be completed in 300 days.

3. Bidding documents (and additional copies) may be purchased from the following address for a non-refundable fee of PKR. 25,000 (Pakistan Rupees Twenty-five Thousand only) payable through pay order in favour of Karachi Neighborhood Improvement Project for each set. Additional sets of documents may be purchased at same price:

Additional charges of PKR. 4,000 (Pakistan Rupees Four Thousand only) shall be payable if the document is required through courier. 

4. Bids shall be valid for a period of 90 Days after Bid opening and must be accompanied by security of 2% of bidding amount and shall be delivered to the above mentioned address on or before 20 December 2017 11:00 AM at which time they will be opened in the presence of the bidders who wish to attend. 

5. A pre-bid conference will be held at 11:00 AM on 05 December 2017 at the above mentioned address. The purpose of the conference will be to clarify issues and to answer questions on any matter that may be raised at that stage. All potential Bidders, those have obtained the Bidding Documents, are invited to attend. 

6. Bidding procedure used is Single Stage One-Envelope

7. All bidders shall be required to submit with their bids, qualification information specified in the bidding documents. This information shall be used to establish through post-qualification whether the bidder is qualified to perform the work. 

8. Bids are required to be submitted on item rate basis (not on the basis of Composite Schedule of Rates with percentage premium) and the rates and amounts (in Rupees) must be filled by the bidder for each item in the Bill of Quantities and provide a total price. Non-compliance may result in rejection of bid. 

9. Bidders should give their best and final price in their bids as no negotiations are expected. 

10. As provided in the bidding documents, bidders engaged in corrupt or fraudulent practices (including collusion/pooling) will be declared ineligible, either indefinitely or for a stated period of time, to be awarded a contract financed by the World Bank.
