National Priority Program on Women’s Economic Empowerment

The Ministry of Labor, Social Affairs, Martyrs & Disabled (MoLSAMD) has received grants from the World Bank toward the cost of the initiative to engage an Agency for Communication, Advertising and Media Consulting, and intends to apply part of the proceeds for consulting services to deliver the National Priority Program on Women’s Economic Empowerment (WEE-NPP).

The Agency will work with WEE-NPP program communication to develop an overall strategic communications plan for the NPP – WEE at this pivotal time in its evolution as a National Priority Program to stream line women contribution for Afghanistan’s economic growth.

The scope of work will include creative development for an advertising campaign to cross the social barrier, an integrated marketing and communications plan, leveraging stakeholder and media partnerships where possible; and media planning, placement and purchasing of the advertising campaign (both traditional and digital marketing).

Objectives:

Awareness Raising: To ensure that program audiences are aware of the program scope and objectives, the agency will design an awareness-raising component within overall strategic communication plan. The audience will understand and be familiar with the key non-technical aspects of the program; the primary beneficiaries of WEE-NPP will know how the program aims to improve their livelihood and increase their access to economic opportunities.

Advocacy: Efforts will be targeted towards different audience and program beneficiaries as well as its key stakeholders to mobilize support and create an enabling environment for programs implementation. The advocacy component of the overall strategic communication efforts will highlight key areas where stakeholders will need to take action or provide support and assistance to achieve key objectives of the program.

Public Relations PR: The communication and awareness raising campaign shall focus on creating good ill and effective stakeholder relations through employment of communication and marketing effort. This will include branding the program as a recognizable endeavor towards women’s economic empowerment.

MoLSAMD now invites eligible agencies/organizations/consulting firms those having expertise in Advertising, Communication and Branding that satisfying the following said conditions to indicate their interest in providing the Services.

Interested consultants may send information indicating that they are interested and qualified to perform the services indicated above. The documents/EOI will be assessed based on the following shortlisting criteria.

The criteria for short listing of consulting firms shall be as follows

a. The firm should be in a professional business/registered for at least the last 3 years business registration license required);
b. The firm should have experience of executing at least one Advertising and Strategic Communications; assignment costing USD $150,000.00 of similar nature (Copy of the Contract is required)
c.The firm shall be financially in a sound position with an annual turnover of equal or above USD $144,000.00 within any of the last five years, supported by Audit Report/Bank Statements/ Annual tax returns. (At least one supporting document is required);

d. Management structure of the firm supported by organogram;
e. List of projects including details of assignments (including whether Advertising and Strategic Communications); and of the clients served within the last three years, along with full details of at least one valid reference from a client.
f. All interested firms are required to submit their full company’s profile as part of their Expression of Interest applications.

Duration:

Duration of assignment shall be 12 (twelve) months.

The Consultants will be selected in accordance with the Consultant’s Qualification Based Selection (CQS) method set out in the World Bank’s Procurement Regulations. for IPF Borrowers.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016 revised November 2017 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

Please note: that applications received after the closing date and or failure to submit full company’s profile along with the required documentations will not be given consideration. Only those Consultants whose applications correspond to the above criteria and requirements will be considered for short listing.
