The Republic of Belarus has received Loan from the International Bank for Reconstruction and Development toward the cost of the Belarus Health System Modernization Project, and intends to apply part of the proceeds for consulting services for preparation of design documentation and Bidding documentation for construction of the Republican Center of the State Educational Institution "Belarusian Medical Academy of Postdiploma Education" located at: P.Brovki, 3 Minsk».
The consulting services include:
1. Development of pre-design documentation in accordance with Technical Code of common practice 45-1.02-298-2014.
2. Performing surveys and research.
3. Development of an architectural design in accordance with Technical Code of common practice 45-1.02-295-2014.
4. Approval of design with interested organizations prior the expertise on the architectural design.
5. Obtaining the conclusion of the state expertise on the architectural design.
6. Development of a construction design.
7. Approval of the construction design.
8. Execution of a declaration on the conformity of design documentation.
9. Obtaining a state expertise conclusion on the construction design.
10. Preparation of Bidding documentation for the construction of object.
It is expected that the Consultant will commence in October 2018, and the period of services will be 48 weeks.
The Republican Scientific and Practical Center for Medical Technologies, Informatization, Administration and Management of Health now invites eligible Consultants to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services (brochures, description of similar assignments with indication of Client and country, experience in similar conditions, availability of appropriate skills among staff, etc.).
The consulting firms shall meet the following qualifications and experience:
- the presence of a certificate of compliance is not lower than the 2nd category;
- Certificate of compliance with the requirements of Standards of the Republic of Belarus ISO 9001;
- The experience in the market of services in the field of activity specified in the terms of reference is not less than 5 years;
- Implementation of not less than 2 similar projects (design of buildings and constructions for medicinal purpose);
- The Consultant shall have licensed software packages required to carry out advisory services activities in accordance with this Terms of Reference.
A Consultant will be selected in accordance with the Least Cost Selection method set out in the World Bank’s Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits & Grants by World Bank Borrowers, January 2011, revised July 2014.
The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits & Grants by World Bank Borrowers, January 2011, revised July 2014, setting forth the World Bank’s policy on conflict of interest.
We also draw attention of interested consultants to paragraph 1.13 (b) of the World Bank’s Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits & Grants by World Bank Borrowers, January 2011, revised July 2014, setting forth eligibility of government-owned enterprises, whereby government-owned enterprises or institutions of the Borrower’s country may participate in the Borrower’s country bidding only if they can establish that they:
(i) are legally and financially autonomous,
(ii) operate under commercial law, and
(iii) are not dependent agencies of the Borrower or Sub-Borrower (Ministry of Health of the Republic of Belarus).
Consultants may associate with other firms in the form of a joint venture or a subconsultancy to enhance their qualifications. In case of a Joint Venture (JV), all members of the JV will be evaluated jointly for the purpose of short listing and shall be jointly and severally liable for the assignment and shall sign the contract in case of award is made to that JV group. Interested consultants should clearly indicate the structure of their "association" and the duties of the partners and sub consultants in their application. Unclear expression of interests in terms of "in association with" and/or "in affiliation with" and etc. may not be considered for short listing. Keeping one expression of interest per firm as principle, a consultant firm may decide whether it wishes to participate as a sub consultant or as an individual consultant or as a partner in a joint venture. Please note that a firm shall submit only one EOI in the same selection process either individually as a consultant or as a partner in a joint venture. No firm can be a sub consultant while submitting an EOI individually or as a partner of a joint venture in the same selection process. A firm, if acting in the capacity of sub consultant in any consultant or JV, may participate in more than one consultant, but only in the capacity of a sub consultant.
