INTERNATION PROGRAM EXPERT

Introduction

The Eshtighal Zaiee – Karmondena (EZ-Kar) Program is currently under preparation and is expected to be officially launched by November 2018.

The EZ-Kar program is an inter-ministerial effort to improve economic opportunities in cities where there is a high influx of displaced people. Once the program is effective, investments will be made on  interventions ranging from the provision of short term daily wage work for vulnerable households to medium and longer-term support for refugee repatriation, support of regulatory reforms and market facilitating infrastructure that will improve the enabling environment for the private sector in cities.

The project design as mentioned above will include multiple implementing agencies namely Ministry of Foreign Affairs (MoFA), Kabul municipality and Independent Directorate of Local Governance (IDLG). At the central level, Ministry of Economy (MoEC) will serve as the lead line Ministry responsible for inter-ministerial coordination among stakeholders within the Government, with the World Bank and other donors, carry out overall management and project oversight across the Implementing Agencies (IAs) and other relevant agencies that are a part of the wider migration response strategy under Displacement and Returnee Executive Committee (DiREC).
The project scope will be in 12 cities i.e Baghlan, Faryab, Ghor, Herat, Ningarhar, Kabul, Kandahar, Khost, Kunar, Kunduz, Laghman and Takhar province. Project support will be allocated based on the population size of the city (hosting dimension) and the number of displaced families.

Specific Roles/ Responsibilities:

*Develop a system to coordinate MoEC’s agreed responsibilities for the EZ-Kar, including coordination, implementation, facilitation, monitoring and reporting. This system must ensure an integrated approach to MoEC’s delivery across different program implementing partners.
*Ensure close coordination with other participating ministries in the EZ-Kar, including the full and timely sharing of information; participation in inter-ministerial committees; ensuring good cross-ministerial working relationships, and participation in periodic joint reviews and evaluations.
*Support the drafting of the EZ-Kar document and the design and implementation of the EZ-Kar Program including but not limited to manuals, regulatory documents, project implementation plans, developing ToRs…
*Draft, revise or comment on strategic, policy, program and project documents related to EZ-Kar program, including those produced by other Government departments and agencies, donors, and civil society organisations, in support of the work of the Deputy Minister for Technical Affairs the Office of the Minister, and MoEC-led programs and projects.
*Promote greater engagement by MoEc with, and collaboration between MoEc and other Government ministries in the delivery of EZ-Kar Program objective for which it is responsible, including supporting policy development and co-ordination.
*Develop a monitoring and evaluation framework, incorporating national, provincial and community levels, to measure the progress of the EZ-Kar implementation, including infrastructure, services and standards.
*Organize and coordinate MoEC donor meetings, including the preparation of all necessary program information, reports and presentations.
*Undertake a comprehensive program efficiency, cost effectiveness and financial sustainability assessment of the entire MoEC program portfolio.
*Provide regular, consolidated project management reports for EZ-Kar Program.
*Engage with national and international stakeholders of MoEC on behalf of the Minister’s and *Deputy Minister’s offices to discuss project management and financial sustainability of MoEC programs.
*Conduct assessment and develop a detailed project document for MoEc component under EZ-Kar Program.
*Analyze the regular implementation progress reports which are prepared by the projects and provide synopses to the Minister and Deputy Minister.
*Engage in an agreed program of focused, outcome-based capacity building for designated Ministry staff.
*Attend and report on internal and external meetings, conferences review missions, and provincial visits.
*Any other tasks assigned by the Minister and Deputy Minister.

Qualification Requirements

Academic Qualifications:

At a minimum, a master’s degree in in Development Studies, Social Sciences, Public Administration, Project Management or a closely related field. A doctoral degree in a related field is considered a distinct advantage.
Work Experience:

A minimum of ten (10) years of progressive work experience in advisory positions, including support to program design, development and implementation of large budget and large scale development programs. Direct experience in programs similar to the EZ-Kar and World Bank funded projects is a distinct advantage.

At least eight (8) years of international (outside country of origin/residence) experience. A minimum three (3) years of experience working on development programs in Afghanistan, with experience on economic development and in a Government Ministry preferred.

Other Requirements:

*Proven experience in the design and development of large scale  development programs
*Working knowledge of economic, responding to displacement and/or urban development issues;
*Experience with strategic planning for Government institutions
*Proven knowledge of Trust Fund and donor regulations and procedures, with previous experience with World Bank, ARTF or other donor agency an advantage
*Competency in conceptualizing, designing and implementing focused strategies and evaluating outcomes
*Proven evaluation and research experience through published articles
*Excellent written and communication skills in English
*Good interpersonal skills and ability to interact, negotiate and maintain cordial working relationships with a variety of stakeholders.
*Good problem-solving skills, practical and attentive to details.
*Demonstrated ability to effectively synergize the efforts of a multi-national team and to act both responsively and proactively
*Extensive experience in cooperation and capacity development with government counterparts
*Willingness to travel within Afghanistan
