Selection of Technical Evaluation Panel Members
Reference: RCQ / MFK/2019/002
The Government of Kosovo has received grant funding of UD$49,000,000.00 (Forty-Nine Million United States Dollars) from the Millennium Challenge Corporation (MCC) of the United States Government to support Kosovo through a Threshold Program which is designed to lower energy costs for households and businesses and to support the Government of Kosovo in its efforts to improve data transparency to spur growth, fight poverty and advance stability. The Millennium Foundation of Kosovo (MFK), the Accountable Entity created by the Government of Kosovo to implement this program and achieve the objectives of the MCC Grant Agreement, intends to apply parts of the proceeds of the funds to payments for Contracts for Goods, Works, and Services.
To support this project MFK is seeking for technical evaluation panel members for Millennium Foundation Kosovo (Individual Consultant) to support the evaluation of the proposals, therefore, MFK is seeking 3 short-term independent evaluators/experts for:
• Behavior change, outreach, and marketing (BC&O expert)
• Monitoring, evaluation, and learning (MEL expert)
• District Heating Metering (DHM expert)

The Millennium Challenge Corporation (MCC) is a bilateral US foreign aid agency established in 2004 by the United States Congress as an autonomous agency of the State Department and USAID.
It offers grants to nations that are assessed to have good economic policies and the potential for economic development. The nation qualification procedure is objective, comprising third-party scores in 17 different fields and any country that qualifies must apply for a grant with a specific project in mind.
MCC was founded on the concept that help is most effective when it strengthens good government, economic freedom and investments in people.
Supports initiatives that assess performance, measure results, and improve the effectiveness and accountability of projects and programs.
