1. Background: Though Somalia remains fragile, substantive progress has been made in the past several years. Despite challenges, the current Government has been pushing for policies and regulatory reforms to create enabling environment for economic growth.  The Telecommunications and ICT sector development is one of the government priorities in its Economic Development Roadmap approved by the Cabinet.  The Ministry of Posts, Telecommunications and Technology has succeeded in the Enactment of The National Telecoms Law; The Ministry also succeeded in the operationalization of the National Telecoms Authority. These have been major milestones achieved by the current government led by the ministry.  Moreover, the ministry succeeded in transferring the national internet domain to the government and in regaining membership of the International Telecommunication Union. The government expects its reforms in the Telecommunications and ICT sector to greatly improve quality, affordability, and access to telecoms services throughout Somalia.

While regulatory arrangements are to drive and assist national goals, the Government appreciates that underpinning policies and enabling legislations need to be progressively reviewed and developed and as necessary adapted to the developing circumstances.

The Focal point/ policy advisor will assist the ministry on the wider ICT policy and legislation development to provide advice about ICT policy and legislative framework to ensure that they reflect world best practices and are suitable for Somalia. The advisor will work in close collaboration with the Ministry departments, NCA, and other MDAs.

The Focal point/ policy advisor will be the focal point of the Ministry of Posts, Telecommunications and Technology for the SCALED-UP project supported by the World Bank Group. The Ministry is one of the beneficiary FGS institutions that are key to deliver targeted financial and digital services.

2. Responsibilities: The successful candidate will be tasked to advise the ministry on the wider ICT policy and legislation development to provide advice about ICT policy and legislative framework to ensure that they reflect world best practices and are suitable for Somalia. The advisor will work in close collaboration with the Ministry departments, NCA, and other MDAs.

The Focal point/ policy advisor will be the focal point of the Ministry of Posts, Telecommunications and Technology for the SCALED-UP project supported by the World Bank Group. The Ministry is one of the beneficiary FGS institutions that are key to deliver targeted financial and digital services.

The Focal point/Policy advisor will report to the minister of Posts, Telecommunications, and Technology and will closely work with PIU coordinator of the project. 3. Duration: The proposed duration for the assignment is twelve (12) calendar months from starts date.

4. Selection Criteria: The selection shall be based on qualification, experience and skills of the candidate and followed by an interview. The qualifications, experience and competencies include:

  1. A postgraduate degree in Economics, Public policy, Public administration, or international development
  2. Minimum of 10 years’ experience in the public sector and providing advisory services of ICT in particular
  3. Experience in policy development and implementation of digitalization of government services
  4. Good understanding of policy development in the ICT industry
  5. Knowledge of ICT sector in Somalia
  6. Excellent written and oral communication skills
  7. Experience in working in multi stakeholder project
  8. Experience in working with donors and international organizations

5. The Ministry of Ministry of Finance now invites eligible consulting (“Consultants”) to indicate their interest in providing the above-mentioned Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services and furnish the Curriculum Vitae (CV).

 6. Attention of interested Consultants is drawn to section III, para 3.14,3.16 & 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers: Procurement in Investment Projects Financing Goods, Works, Non -Consulting and Consulting Services, July 2016, revised November 2017 and August 2018 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.  

7. A Consultant will be selected in accordance with the Individual Consultant method set out in the World Bank Procurement Regulations.
