1. The Democratic Socialist Republic of Sri Lanka has proposed to Asian Infrastructure Investment Bank (AIIB) to provide joint financing for the Support to Colombo Urban Regeneration Project, and intends to apply part of the proceeds toward payments under the contract for Design & Construction of 750 Housing Units at Ferguson Road, Colombo – 14.

2. The Ministry of  Megapolis and Western Development (MMWD) now invites sealed Tenders from eligible Tenderers for Design & Construction of 750 Housing Units at Ferguson Road, Colombo – 14 accommodated in 16 (G + 15) storied building consisting minimum of 500 sqft carpet area housing units. Each housing unit includes two bed rooms, living area, kitchen, dining area, Balcony and Toilet with a separation.

3. Tendering will be conducted through international competitive procurement using Request for Tenders (RFT) as specified in the Asian Infrastructure Investment Bank’s “Interim Operational Directive on Procurement Instructions for Recipients (June 2, 2016) (“Procurement Regulations”), and is open to all eligible Tenderers as defined in the Procurement Regulations.

4. Interested eligible Tenderers may obtain further information from the Project Director (Project Management Unit, Support to Urban Regeneration Project), UDA and inspect the Tendering document during office hours 9.00 a.m to 3.00 p.m at the address given below 6th Floor, “Sethsiripaya”, Battaramulla, Sri Lanka. Tel. +94 112875913.

5. The Tendering document in English may be purchased by interested eligible Tenderers upon the submission of a written application to the address of Project Director, Project Management Unit, 6th Floor, “Sethsiripaya”, Battaramulla, Sri Lanka and upon payment of a non-refundable fee of LKR. 100,000.00 (Hundred Thousand) + NBT + VAT.The method of payment will be in cash in favor of Chairman, Urban Development Authority. Issuing of Tender document will be closed on 13-08-2019.

6. A pre-bid meeting will be held on 06-08-2019 at 2.30 p.m at Urban Development Authority Auditorium, 7th Floor,  “Sethsiripaya”, Battaramulla, Sri Lanka.

7. Tenders must be delivered to the address below on or before 2.00 p.m on 05-09-2019 Electronic Tendering will not be permitted. Late Tenders will be rejected. The outer Tender envelopes marked “ORIGINAL TENDER”, and the inner envelopes marked “TECHNICAL PART” will be publicly opened in the presence of the Tenderers ‘designated representatives and anyone who chooses to attend, at the address below on 2.00 p.m on 05-09-2019.All envelopes marked “FINANCIAL PART” shall remain unopened and will be held in safe custody of the Employer until the second public Tender opening.

8. All Tenders must be accompanied by a Tender Security of LKR 100 Million or submit in United State Dollars (USD) equivalent to the amount. Tender Security shall be from a reputed Commercial Bank approved by the Central Bank of Sri Lanka.  It shall be irrevocable and unconditionally encashable upon the first written Demand by the Employer.

9. To be eligible for Contract award, the successful tenderers shall not have been debarred by AIIB, and shall not been blacklisted and shall have permanent registration with the CIDA Grade C1 or above in the Category of Building Construction of local contractors or to be obtain CIDA Temporary registration of foreign contractors.All foreign Tenderers shall request to obtain attestation for their documents.

10. The Local Companies shall produce the Registration Certificate issued by the Registrar of the Public Contracts under Act no. 3 of 1987, Department of Registrar of Companies.

11. Tendering will be conducted through International Open Competitive Tendering Procedure.

12. The Tenders shall be valid for 150 Days from the closing of the Tender.
