Invitation for Prequalification

The Government of the Federal Democratic Republic of Ethiopia has received financing from the African Development Bank towards the cost of Ethiopia – Djibouti Transport Corridor Project Phase I. Design & Build of Adama – Km 60 Expressway.  It is intended that part of the proceeds of this loan will be applied to eligible payments for Design & Build of Adama – Km 60 Expressway Project for which this Invitation for Prequalification is issued.

The road project is located in the Middle Eastern part of the country within the bounds of Oromia and Amhara regions. The length of the project is approximately 60 km and starts south yard of the Addis Ababa - Adama Expressway passes through Welenchiti. The project starts at Adama Town (km 0+000) and ends at Km 60. 

The project is to be designed to a four (4) lane dual carriageway highway standard with an area separated median 9.0 meter wide (swale ditch) and will have controlled access with grade-separated intersections to establish links with the existing as well as planned roads and railways. Construction of the link roads is part of the project to facilitate easy flow of traffic and enhance connections with the major urban centers.

The Time for completion of the Design & Build of Adama – Km 60 Expressway Project is 4.5 years or 54 months which comprises 4 months of mobilization period (excluding 12 months of defects liability period) from the start date of the contract.

Interested applicants are allowed to submit Application to be pre-qualified.

The Ethiopian Roads Authority, acting for the Government of the Federal Democratic Republic of Ethiopia as the Executing Agency intends to prequalify eligible contractors and/or firms for the above construction work contract. It is expected that Invitations for Bid (IFB) will be made in October 2019.

Prequalification will be conducted through prequalification procedures specified in the Bank’s Rules and Procedures for Procurement of Goods and Works (May 2008 Edition, Revised July 2012), and is open to all bidders from eligible source countries, as defined in the Rules.

Box 1770, Addis Ababa, Ethiopia. Tel. No. (251 11) 515-04-19, Fax No. (251 11) 554-44-34, email: eth.exp.sup@gmail.com from 08:30 to 12:30 in the morning and 13:30 to 17:30 in the afternoon from Monday to Thursday and from 08:30 to 11:30 in the morning and 13:30 to 17:30 in the afternoon on Fridays (Local time), except public holy days.

A complete set of the Prequalification Document prepared in English language may be purchased by interested applicants through the submission of a written application to the address below, and upon payment of a non-refundable fee of ETB 500 (Ethiopian Birr: Five Hundred) or US$ 30 (US dollars: Thirty). The method of payment will be in cash, bank certified check or telegraphic transfer to the ERA’s Bank Account in the Commercial Bank of Ethiopia - Sengatera Branch through Account No. 01715-33144600 Swift Code CBETETAAXXX. The document will be sent by registered airmail, but under no circumstances the Ethiopian Roads Authority will be held responsible for late delivery or loss of the documents so mailed.

Applications for Prequalification should be submitted in sealed envelopes to the following address either delivered by hand in one (1) original and five (5) copies to the address below by 17th September 2019, at 2:30PM local time, and be clearly marked “Application to Prequalify for Ethiopia – Djibouti Transport Corridor Project Phase I. Design & Build of Adama – Km 60 Expressway”.
