CLIMATE VULNERABILITY REDUCTION PROGRAM

1. The Government of Belize has received a loan from the Inter-American Development Bank toward the cost of the Climate Vulnerability Reduction Program, and it intends to apply part of the proceeds of this loan to payments under the Contracts for Protective Works Package 2 – Lot 1: Pumping Station and Breakwater.
2. The Ministry of Works now invites sealed bids from eligible and qualified bidders for Protective Work Package 2 – Lot 1: Pumping Station and Breakwater. The construction period is one year.
3. Bidding will be conducted through the International Competitive Bidding (ICB) procedures specified in the Inter-American Development Bank’s Policies for the Procurement of Goods and Works financed by the Inter-American Development Bank, and is open to all bidders from Eligible Source Countries as defined in the Bidding Documents.
4. The bidding documents will be available from September 13th, 2019 and during working hours of Monday to Friday, 8:00 am to 4:30 pm (Belize time). Interested eligible bidders may obtain further information from the Program Management Unit for the Climate Vulnerability Reduction Program at #4 Lily Street, Belmopan, Cayo District, Belize. A pre-bid meeting immediately followed by a site visit will be held on September 25th, 2019 at 9:30 am (local Belize time) at the Ministry of Works Conference Room located on Freetown Road, Belize City, Belize to address any queries that prospective bidders might have regarding the bidding documents.
5. A complete set of Bidding Documents in English may be purchased by interested bidders on the submission of a written Application to the address below and upon payment of a non-refundable fee BZD$150.00. The method of payment will be certified cheques or direct payment to the Treasury Department of the Government of Belize using the payment combination 18017/12101/130/24.
6. Qualifications requirements include:
(a) Copies of original documents defining the constitution or incorporation, and principal place of business of the Bidder; written power of attorney of the signatory of the Bid to commit the Bidder.
(b) Total monetary value of construction works performed for EACH of the last five years shall be BZD$1,050,000.
(c) Experience in works of a similar nature and size for each of the last five years, and details of works underway or contractually committed; and clients who may be contacted for further information on those contracts.
(d) Listing of construction equipment proposed to carry out the contract.
(e) Qualifications and experience of key site management and technical personnel proposed for the Contract.

All key personnel must have at least 5 years appropriate experience and proven qualifications relevant to works of a similar nature of this project. Project Manager/Site Engineer must also have demonstrated experience for at least three years as a Manager, as well as a minimum of five years’ experience in providing technical and civil engineering services for programs which include dredging, canal work, and sluice gate/screw pumps installation. At least one member of the above-mentioned key personnel must be registered as a Professional Engineer. The curriculum vitae (CV) of each of the key personnel must be endorsed and dated by the personnel. All Bidder’s key personnel must be available full time to the project, if awarded the contract. |
f) Audited financial statements for the last three years (2016, 2017 and 2018);
(g) Evidence of working capital for this Contract (access to line(s) of credit and availability of other financial resources): BZD$525,000 (of which BZD$200,000 must be in cash from a financial institution)
(h) Authorization to seek references from the Bidder’s Bankers;
(i) Information regarding any litigation, current or during the last five years;
(j) Proposals for subcontracting components of the work amounting to more than ten percent of the contract price. A margin of preference for national contractors/JVCAs shall not be applied.
(k) And any other documents or information as stipulated in the Bidding Documents for Work Package 2.
7. Bids must be delivered to the address below at or before 10:00 am (local Belize time) on October 25th, 2019. Electronic bidding shall not be permitted. Late bids will be rejected. Bids will be opened physically in the presence of the bidders’ representatives who choose to attend in person at the Ministry of Works Conference Room at Power Lane, Belmopan, Cayo District at 10:30 am (local Belize time) on October 25th, 2019.
8 All bids shall be accompanied by a Bid Security of BZD$75,000 in local currency or an equivalent amount in a freely convertible currency.
