The Government of Tonga has secured financing from the World Bank toward the cost of the Tonga Climate Resilient Transport Project (TCRTP). The Project development objective is to “improve the resilience of the transport sector in the Recipient’s territory, and in the event of an Eligible Crisis or Emergency, to provide immediate response in such Eligible Crisis or Emergency”.

The Ministry of Infrastructure is the Implementing Agency for the TCRTP and is responsible for the achievement of the Project Development Objective and the implementing of works and securing services and goods in order to effectively and efficiently implement the Project.

The Ministry of Infrastructure on behalf of the Government of Tonga intends to apply part of the proceeds to contracting of staff for the Project Support Team (PST). The PST is part of the operational structure of the Ministry and is responsible for the implementation of the Project’s plans and activities and reporting to the Ministry.

The Ministry now seeks services of a Project Manager who will be responsible for the overall management of the PMU and implementation of TCRTP and help MoI deliver the Project Development ObjectivesIt is anticipated that the consultant will commence in March 2020 for a period of 2 years with a possible 12 months extension, on a full-time basis. The Consultant is expected to undertake this role in Tonga.

The TCRTP now invites eligible consultants (“Consultants”) to indicate their interest in providing the Service. Interested Consultants should provide information (CV) demonstrating that they have the required qualifications and relevant experience to perform the Services and list of 3 referees with contact details.

The evaluation criteria are:

  • Master of Arts (respectively Bachelor Degree) in administration, policy, project management, economics, engineering or other relevant discipline from a recognized university
  • At least 5 years’ experience (respectively 10 years) in project management in donor funded projects experience in the Pacific Region or similar small island states context
  • Demonstrated high-level project management skills on multi-sectoral or multi-disciplinary projects
  • Proven experience in managing projects with diverse stakeholders and tight timelines
  • Demonstrated high-level reporting skills
  • Experienced in operating with and liaison at Ministerial level
  • Leadership and advocacy skills and an ability to build effective teams
  • High level computer skills
  • Willingness to travel within Tonga (i.e. to the outer-islands)
  • Fluent verbal, written and presentation communication skills in English

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016 revised November 2017 and August 2018 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.  In addition, please refer to the following specific information on conflict of interest related to this assignment as per paragraph 3.17 of the Procurement Regulations on link http://procurement.gov.ge/getattachment/ELibrary/Manuals/4005Procurement-Regulations_Final-for-publishing.pdf.aspx 

A firm is eligible to nominate an individual – however, note that only the experience and qualifications of the nominated individual shall be used in the selection process, and that (their) corporate experience shall not be taken into account. The firm, if proposing an individual must specify whether the contract would be signed with the firm or the proposed individual.

A Consultant will be selected in accordance with the Selection of Individual Consultants (INDV) method set out in the Procurement Regulations.
