Description
This is a Combined Synopsis/Solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 and procedures of FAR Subpart 13.5 and supplemented with additional information included in this notice. This announcement and associated attachments constitute the entire and only solicitation. Proposals are hereby requested via this notice and an additional solicitation will not be issued.
The solicitation no. 1291S820R0006 is issued as a Request for Proposal [RFP]. This acquisition is 100% set-aside for small businesses.
The North American Industry Classification System [NAICS] code for this acquisition is 541690 with small business size of $16.5M in annual revenue.
The awarded contract will be firm-fixed-price.
The USDA Forest Service, San Bernardino National Forest, San Jacinto Ranger District has a work requirement for Habitat Assessments and Protocol Occupancy Surveys for the Quino checkerspot butterfly.
The requirement is for critical field work to be completed in the 2020 flight season for the Quino checkerspot butterfly (Quino), by a qualified technical expert. This information will be used by the San Bernardino National Forest [BDF] for project planning and for contributing the long-term dataset of occupancy and reproduction of this species on the Forest.
Options are included to conduct the assessments and survey for the 2021-2024 season(s). The effort in future options years will be comparable to the survey days required to complete the base period (2020) work.
Contract period of performance is one (1) base year/period with four (4) one-year options. Performance is required to begin March 1, 2020.
The date and time for receipt of offers is NLT January 31, 2020. 2pm / 1400 Pacific Standard Time [PST].

It is the responsibility of each offeror to ensure that its offer is transmitted and received by the Government before the closing time for the receipt of offers as indicated by this notice and the RFP. Any offers received after the scheduled closing time will not be accepted or considered for contract award.
Contractors must be registered in the SAM database in order to receive a contract award from any USDA Forest Service activity. Prospective offerors must be registered in SAM prior to award. Lack of registration in the SAM will render an offeror ineligible for award. SAM information at www.sam.gov. Offerors may complete Representations and Certifications online via SAM at www.sam.gov. Ensure DUNS and CAGE Code numbers are provided with the proposal. DUNS at www.dnb.com. Offerors shall have and shall maintain an active registration in the SAM database to be eligible for a Government contract award. If at the time of award an Offeror is not actively and successfully registered in the SAM database, the Government reserves the right to award to the next prospective offeror.
