  1. The Government of Liberia has received a grant from the Liberia Reconstruction Trust Fund (LRTF) through the International Development Association (IDA) toward the cost of Cheesemanburg Landfill Urban Sanitation (CLUS) Project, and it intends to apply part of the proceeds of this grant to payments under the Contract for the Design and Build of the Cheesemanburg Regional Sanitary Landfill for the Greater Monrovia City Corporation and Surrounding Townships.
  1. The Project Implementation Unit (PIU) of the Monrovia City Corporation intends to initially select Applicants for the LR-MCC-86280-CW-RFP, P159961 contract, and design and build the Cheesemanburg Sanitary Landfill Facility (CSLF) and access road towards and around the site.

a) Guided by the Project Environmental Social Impact Assessment, Geohydrological, Geotechnical and Topographical Survey baseline information, the design of the CSLF will be expected to mitigate any potential negative impacts while enhancing potential positive impacts.

b) The design of the overall facility will be in line with the broad framework requirements of the client such as i) An outline design of the facility with a design horizon of at least 20 years based on an increasing annual average disposal rate of 100,000 tons; ii) A detailed design of the first operational cell including the necessary infrastructure based on final design drawings, construction details, final quantities, cost estimates, technical specifications, operating manuals, and health and safety plans; iii) Detailed design and construction requirements based on acceptable specifications would inter alia cover the landfill cell and barrier systems, leachate drainage and management, surface water management, administration and ablution facilities, operational controls, access road and control as well as haul roads, weighbridge and record keeping, management of recyclables and special wastes, materials balance and covering of waste, stability of slopes and surfaces, landfill operations and management, workshop and washing facilities, landfill gas management, all within the landfill facility; 

c) Construct and supervise the works, taking care of all contract management aspects in order to render and handover an acceptable facility in line with the approved designs to the MCC during the commissioning and start-up of the activities. Construction Quality Control (CQA) will be an essential part of the construction process in line with the environmental management plan (EMP), health and safety plans and contractor’s design specifications to be executed by the contractor.     

  1.    QUALIFICATION REQUIREMENTS 

3.1 Applicant must  not have been  sanctioned by the Bank, pursuant to the Bank’s Anti-Corruption Guidelines, and in accordance with its prevailing sanctions policies and procedures as set forth in the WBG’s Sanctions Framework, as described in Section VI, paragraph 2.2 d as further described in ITA 4.7 and  5.1 of the prequalification documentation.

3.2 Not under suspension based on execution of Bid or Proposal Securing Declaration pursuant to ITA 4.10 ;

3.3 Must not  have been suspended on the basis of  non-compliance of any environmental, or social (including Sexual Exploitation and Assault or gender based violence) contractual obligations in the past five years

3.4 The Applicant shall demonstrate that it has access to, or has available, liquid assets, unencumbered real assets, lines of credit, and other financial means (independent of any contractual advance payment) sufficient to meet the cash flow requirements estimated as USD $ 2 000 000;.

3.5.Must have  audited balance sheets or, if not required by the laws of the Applicant’s country, other financial statements acceptable to the Employer, for the last 3 years shall be submitted and must demonstrate the current soundness of the Applicant’s financial position and indicate its prospective long-term profitability.

3.6.Must have minimum average annual construction turnover of US$ Two Million (2 000 000), calculated as total certified payments received for contracts in progress and/or completed within the last 3 years ( 2016, 2017,2018 )

3.7.Must have experience under construction contracts in the role of prime contractor, JV member, subcontractor, or management contractor for at least the last 3 years, starting 1st January 2016.

3.8.Must have a minimum  number of  3 similar contract  that have been satisfactorily and substantially completed as a prime contractor, joint venture member, management contractor or subcontractor between 1st January 2016 and Application submission deadline ;  3 contracts, each of minimum value US$1,5 000 000;

3.9.Must have a minimum design  and build experience  in at least 3 contracts one of which should have been in a developing  or low income country;

  1. It is expected that the Request for Proposals will be made in February 2020.
  2. Initial Selection will be conducted through the procedures as specified in the World Bank’s Procurement Regulations for IPF Borrowers, July 2016, Revised November 2017 and August 2018 (“Procurement Regulations”), and is open to all eligible Applicants as defined in the Procurement Regulations.
  1. Interested eligible Applicants may obtain further information from The Project Implementation Unit (PIU) of the Monrovia City Corporation, (Attention: Mr. Tolbert Kerkulah, Project Coordinator) and inspect the Procurement Documents during office hours from 0900 hours 1600 hours each working day at the address given below. A complete set of Initial Selection documents in English may be purchased by interested Applicants on the submission of a written application to the PIU and upon payment of a non-refundable fee of USD100.00. The method of payment will be transfer/payment into the CLUS Designated Account Number: 00-112-025847-03 held in GN Bank in Monrovia. The document will be sent by hand delivery, hard copy or by email, soft copy.
  1. Applications for Initial Selection should be submitted in clearly marked envelopes and delivered to the address below by 10:00am on February 17, 2020. Late applications may be rejected.
