Assignment title: Consultancy services for development of the agro-insurance system
database in Azerbaijan

The Government of Azerbaijan has received financing from the World Bank toward the cost of the Agricultural Competitiveness Improvement Project, and intends to apply part of the
proceeds for consulting services.
The project consists of four components:
(i) Component A – Support for sanitary and phytosanitary services, which is structured into three subcomponents: support: (i) Food Safety Capacity Building; (ii) Upgrading Plant Health and Phytosanitary System, and (iii) Animal Health and Veterinary Services.
(ii) Component B - Agri-food value chain development. The activities will be structured into two sub-components: (i) Investment and advisory support for agribusiness value chain development, and (ii) Seed sector development.
(iii) Component C – Financial services to agribusiness.
(iv) Component D - Project Management.
Objectives of the assignment
The overall objective of the assignment is development of database for agro-insurance system in Azerbaijan. Database on agro-insurance system will serve the objective and purposes of Agrarian Insurance Fund and Agrarian Research Centre (Beneficiaries) under the Ministry of Agriculture.
Establishment of database will be on the following content:
1. Agro technical information
2. Geographical information
3. Market prices
4. Insurance risks
Consultant shall submit approach to the task, which will include a work plan, survey design paper (including questionnaire, sampling methodology and calculation, stratification and
sample weights, the sample frame, as well as and field work schedule). Furthermore, the Consultant shall create a database and prepare/justify the content (list) of risks covered by
agro insurance.
Team Composition and Qualification Requirements
· The applicant should have at least 10 years of experience in conducting national

· wide and large scale sampling surveys in Azerbaijan;
· Experience in conducting surveys in agriculture and related fields is preferable;
· Analytical and practical experience in survey methodologies, experience in
· statistical analysis, and establishing and maintaining database;
· Demonstration of strong quality control mechanisms; Strong field presence would
· be considered as an advantage.
The Consultant team shall include the following key personnel with relevant qualifications:
1. Study/survey Manager
2. Field Manager
3. Agriculture economist
4. Agricultural insurance specialist
5. Field Enumerators with extensive experience in data collection.
The assignment will be implemented over the course of 4 months starting in about June 2020.
The Agricultural Competitiveness Improvement Project now invites eligible consultants to indicate their interest in providing the services. Interested consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.
Consultant will be selected under Consultants Qualifications Selection (CQS) method as specified in the World Bank’s Guidelines: Selection and Employment of Consultants under
IBRD Loans by World Bank Borrowers dated January 2011 Revised July 2014.
Consultants may associate with other firms in the form of a joint venture or a sub consultancy to enhance their qualifications. In this case of association, the roles and responsibilities of each partner should be clearly indicated.
Expressions of interest must be delivered in a written form by June 08, 2020.
