SENIOR SOCIAL AND GENDER RISK MANAGEMENT SPECIALIST

The Government of the Republic of Angola (GoA) has applied for a financing from the International Bank of Reconstruction and Development (IBRD) towards the cost of the Electricity Sector Improvement Project (ESIP), and intends to apply part of the proceeds of the financing to procure the services of an individual consultant for the position of the Senior Social and Gender Risk Management Specialist.

A Senior Social and Gender Risk Management Specialist will be hired to ensure, in coordination with the Senior Environmental Specialist, that MINEA implements the material measures and actions set in the Environmental and Social Commitment Plan (ESCP) so that the Project is implemented in accordance with the World Bank Environmental and Social Standards (ESSs), namely the material measures and actions, any specific documents or plans, as well as the timing for each of these as set out in the ESCP.

The Project Coordination Unit (PCU) of the Ministry of Energy and Water (MINEA) now invites eligible individual consultants to indicate their interest in providing the services. Interested individual consultants must provide information indicating that they are qualified to perform the services (description of similar assignments, experience in similar conditions, etc.).

The Senior Social and Gender Risk Management Specialist should have should have the following qualifications and skills:

- Bachelor Degree in Social Sciences, Sociology, Social Work or equivalent. Post-graduation degrees in related fields will be a plus;

- At least 10 years working experience in the social sector intermediation and in gender issues in development projects and in stakeholder engagement programs. Working experience in MINEA energy contracts or programs will be a plus;

- Experience with the development of resettlement plans (RPFs, RAPs) is necessary;

- Experience in conducting Environmental Impact Assessments (EIAs) /PGAS;

- Experience and knowledge of the World Bank's Safeguards Policies, namely the World Bank Environmental and Social Standard 5 (ESS5 - Land Acquisition, Restrictions on Land Use and Involuntary Resettlement), and notions of the New Environmental and Social Framework and national environmental and social legislation;

- Working experience in the field of the assignment in CPLP countries with similar conditions; experience in Angola will be a plus;

- Should be fluent in Portuguese and have working knowledge of English language.

The assignment is expected to last 12 months, with possible extension upon satisfactory performance.

The attention of interested Consultants is drawn to Section III, paragraphs 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers, revised November 2017 and August 2018 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

A consultant will be selected in accordance with the IC method set out in the World Bank Procurement Regulations.
