1. The Kyrgyz Republic has received financing from the World Bank toward the cost of the Heat Supply Improvement Project, and intends to apply part of the proceeds toward payments under the contract for Supply of new building-level individual heat substations (IHS) and Supply of spare parts and components for IHS overhaul.
2. The OJSC Bishkekteploset as implementing agency for the district heating component of the Heat Supply Improvement Project now invites sealed bids from eligible bidders for delivery of the following goods:

3. Bidding will be conducted through the International Competitive Bidding procedures as specified in the World Bank’s Guidelines: Procurement of Goods, Works and Non-Consulting Services under IBRD Loans and IDA Credits & Grants by World Bank Borrowers dated 2014 (“Procurement Guidelines”), and is open to all eligible bidders as defined in the Procurement Guidelines. In addition, please refer to paragraphs 1.6 and 1.7 setting forth the World Bank’s policy on conflict of interest.
4. Interested eligible bidders may obtain further information from Heat Supply Improvement Project Implementation Unit (PIU), OJSC “Bishkekteploset”, e-mail address piu@teploseti.kg and inspect the bidding documents throughout the period December 11, 2020 – January 21, 2021, during office hours 07:30 to 16:30 at the address given below.
5. A complete set of bidding documents in English and Russian languages may be received by interested bidders on the submission of a written application. The Bidding Documents will be forwarded by electronic mail in PDF file or the e-version may be collected by a bidder’s representative from the PIU office at the address below.
6. The bidders shall bid for all 53 items including training as all 53 items are needed to complete implementation of this heating project. A failure to bid for All 53 items shall result in rejection of the bid. The bidder should read carefully the requirements of the bidding documents in order to submit responsive bid and avoid wasting time and resources. If you need clarifications, please contact to the address below prior to the deadline for clarifications as stated in the Bidding Documents.
7. Bids in English or Russian version must be delivered to the address below on or before 10:00 January 22, 2021. Electronic bidding will not be permitted. Late bids will be rejected. Bids will be publicly opened in the presence of the bidders’ designated representatives and anyone who choose to attend at the address below on January 22, 2021, 10:00 Bishkek time.
8. All bids must be accompanied by a “Bid Security” of 150 000.00 US Dollars.
