Description:
BACKGROUND
The Ministry of Foreign Affairs seeks to undertake a Mid-Term Review (MTR) of the Danish Country Programme in Ethiopia 2018 – 2022. The overall aim of the programme is to contribute to inclusive sustainable growth and improved governance in Ethiopia by supporting the vision of building a Climate Resilient Green Economy and reaching lower middle-income status by 2025.

OBJECTIVE
The purpose of the mid-term review (MTR) is to assess the overall implementation of the Country Programme, its objectives, progress and results achieved, challenges and changes in the context and risk factors, management of the programme and provide suggestions for possible adjustments. Furthermore, the review is expected to inform the strategic decisions and the process of identifying areas of engagement with regard to Danish support beyond 2022.

METHOD & OUTPUTS
The MTR will be conducted based on a desk review of documents and interviews followed by a mission to Ethiopia (Covid-19 allowing). The method/approach will be discussed within the team and with the Danish Embassy in Addis at a kick-off meeting prior to the mission. 
The following outputs are expected from MTR Team. (1) A Mission Preparation Note outlining the main issues of concern within the framework of the MTR. (2) A de-briefing note highlighting key findings and recommendations. (3) A draft MTR Report following the mission and (4) a final MTR report taking into consideration possible comments to the draft report.
TIMEFRAME
The MTR is expected to commence in the second week of March 2021, and to be concluded towards end May 2021. Preparatory work (part-time) to be undertaken during March and April. A field mission to Ethiopia is tentatively scheduled for 26 April to 7 May (Covid-19 allowing). The process of drafting and finalising the MTR Report is expected to be completed by end May 2021.

CONSULTANTS’
We are looking for a team of three international consultants/experts to undertake the assignment. The consultancy team will comprise an international expert with expertise in good governance, human rights and transitional political processes; an international expert with expertise and experience in resilience building and climate adaption including the HDP nexus approach, and an international expert with expertise and experience in inclusive,  environmentally sustainable and market driven value chain development,  job creation and sustainable livelihoods. All consultants are expected to have excellent oral and writing skills in the English languages, as well as experience from Ethiopia. A chief advisor from MFA will lead the MTR team.
BUDGET
The budget maximum is DKK 1,000,000.- net of VAT.
