1. This Invitation for Bids follows the General Procurement Notice for this Project that appeared in UN Development Business No. 723 of 31 March 2008. 2. The Ministry of Health and Social Welfare has received a grant from the International Development Association toward the cost of Health System Reconstruction Project, and it intends to apply part of the proceeds of this grant to payments under the Contract for The Rehabilitation of Two Wards at the John F. Kennedy Medical Center 3. The Health System Reconstruction Project of the Ministry of Health and Social Welfare now invites sealed bids from eligible and qualified bidders for The Rehabilitation of the two Wards at JFK Medical Center. The construction period is one hundred and thirty one (130) days as of the signing date of the contract. 4. Bidding will be conducted through the International Competitive Bidding (ICB) procedures specified in the World Bank's Guidelines: Procurement under IBRD Loans and IDA Credits, May 2004, revised October 2006 and May 2010, and is open to all bidders from Eligible Source Countries as defined in the Bidding Documents.5 5. Interested eligible bidders may obtain further information from Ministry of Health and Social Welfare; Ka-Rufus Morris and inspect the Bidding Documents at the address given below. 6. Qualifications requirements include: Documentary evidence of having executed at least two similar works with the same complexity during the last two years – this may be in the form of a statement from the institution/customer or a copy of a signed certification of completion for works for at least two of similar works. A margin of preference for eligible national contractors/joint ventures shall not be applied, as appropriate. 7. A complete set of Bidding Documents in English may be purchased by interested bidders on the submission of a written application to the address below and upon payment of a non refundable fee of one hundred United States Dollars (US$ 100.00) into a designated bank account that will be provided by the Procurement Division of the Ministry of Health and Social Welfare. For overseas deliveries, an additional charge for the delivery of a complete set of the bidding document for oversea destinations will be required, based on the destination. 8. Bids must be delivered to the address below at or before 1:00 PM on or before March 11, 2011. 9. Electronic bidding shall not be permitted. Late bids will be rejected. Bids will be opened physically in the presence of the bidders' representatives who choose to attend in person at the address below at 1:00 PM on March 11, 2011. All bids shall be accompanied by a Bid Security of a minimum of 2% of the Contract Price, using the form included in Section X of the bid document. 10.
