Description

1. This Invitation for Bids (IFB) follows the General Procurement Notice (GPN) for this project that appeared in UNDB online on February 7, 2007. 2. The Government of Republic of Poland has received a loan from the International Bank for Reconstruction and Development toward the cost of Flood Forecasting System, and it intends to apply part of the proceeds of this loan to payments under the agreement(s) resulting from this IFB: Task C2.6. 3. The Institute of Meteorology and Water Management (IMGW) in Warsaw serves as the implementing agency for the project and now invites sealed bids from eligible Bidders for "Implementation of the IT System for Quality Control of the Hydrological and Meteorological Measurements and Hydrological Forecasts, Expansion of the Client Service System (SOK) and Implementation of the Central Historical Database". 4. Bidding will be conducted using the International Competitive Bidding (ICB) procedures specified in the World Bank's Guidelines: Procurement under IBRD Loans and IDA Credits, edition of May 2004 revised October 2006 and May 2010 (the Procurement Guidelines), and is open to all Bidders eligible as defined in these Guidelines, that meet the following minimum qualification criteria: 4.1. Core Project Team: The Bidder is required to have the necessary knowledge, experience and availability of professional team of qualified technical staff to implement the assignment. The minimum requirement to the Core Project Team (with at least one of them having TOGAF certificate) and minimum qualifications are as following: 4.1.1. Project Manager: minimum 10 years of professional experience in the IT field, proven record of successfully implementing of at least one similar assignment in a similar capacity, proven experience with project management methodology, in case of PRINCE2 - passed exam on PRINCE2 at least Foundation level; in case of other methodologies - equivalent exams passed, 4.1.2. Chief Analyst: minimum 5 years of professional experience in IT field with at least one similar assignment in a similar capacity, proven record of practical experience in scope of analysis, 4.1.3. Chief Architect: minimum 5 years of professional experience in IT field with at least one similar assignment in a similar capacity, proven record of practical experience in Service Oriented Architecture (SOA) implementation projects in scope of design, 4.1.4. Team Leader for Development: minimum 5 years of professional experience in IT field with at least one similar assignment in a similar capacity, proven record of practical experience in scope of software development management, 4.1.5. Team Leader for Tests: minimum 5 years of professional experience in IT field with at least one similar assignment in a similar capacity, proof of completed courses regarding IT systems testing (certificate ISTQB or equivalent is required), 4.1.6. Expert for Security and SSO/Identity Management Systems: minimum 5 years of professional experience in IT field with at least one similar assignment in a similar capacity, proven record of practical experience in Single Sign-On logging/identity management systems, 4.1.7. Expert for Creation of Portal and Web Services: minimum 5 years of professional experience in IT field with at least one similar assignment in a similar capacity, proven record of practical experience with application of the tools for creating internal and external information portals, web-services technologies, 4.1.8. Configuration Manager: minimum 5 years of professional experience in IT field with at least one similar assignment in a similar capacity, proven record of practical experience with administration based on Windows/Unix/Linux and Oracle database systems, 4.1.9. Expert for LAN and WAN technology: with minimum 5 years of professional experience in IT field with at least one similar assignment in a similar capacity, proven record of practical experience with LAN and WAN technology, 4.2. Previous experience: The Bidder must prove that the Bidder has successfully completed at least three assignments (contracts) of nature similar to this Bidding in the period of five years before the initiation of Bidding process started, and in case the period of the Bidder's activity is shorter - within that period. The definition of "Three successfully completed contracts" means at least three projects, where at least two of these projects were performed successfully (contract fully executed and all payments made), and the remaining one contract, can be still ongoing, provided that, it has started not later than 1 year before the initiation of Bidding process started and at least one stage of this project has been already completed. The Bidder's previous experience must be proven by the appropriate completion certificates related to referenced contracts. A similar nature assignment is defined as having experience in: 4.2.1. at least one project of minimum value of 5 million EUR (gross) for multi branches organizations, operating in at least 10 different locations, with the total number of minimum 100 users working simultaneously. 4.2.2. at least one project of minimum value of 5 million EUR (gross) in IT field for public administration organization. 4.2.3. at least one project of minimum value of 3 million EUR (gross) includes the following components: a) ESB - Enterprise Service Bus b) SSO/IDM – Single Sign-On and Identity Manager c) Standards definition of communication, logical and technical architecture for Integration Platform d) Creation of the portal with use of the implemented Integration Platform. The above mentioned experience can be demonstrated under different projects of summary minimum value of 3 million EUR (gross). 4.2.4. at least one project described in points 1, 2 and 3 should contain hardware delivery of minimum value of 1 million EUR (gross). 4.2.5. at least one project described in points 1, 2 and 3 should contain relational database implementation. 4.3. Financial Capacity: The Bidder should provide documented evidence of having: 4.3.1. an annual turnover of at least 37 million EUR of the last three (3) years; 4.3.2. an access to credit line or availability of cash flow in the minimum amount of 2,5 million EUR. In case of Joint Ventures, the requirements listed above would apply to the Partners of a Joint Venture cumulatively. In addition, all members (together) of the Joint Venture should have experience in the required technical area and each member of the Joint Venture should fulfill at least 25% of the required turnover. 5. Interested eligible Bidders may obtain further information from the Institute of Meteorology and Water Management and inspect the bidding documents at the address given below from 8:30-14:30 hour on any working day. A pre-bid meeting which potential bidders may attend will be held on May 10, 2011 at 12:00 hours. 6. A complete hard copy set of bidding documents in English may be purchased by interested Bidders on submission of a written application to the address below and upon payment of a nonrefundable fee of 200 PLN or of 50 EUR. For the convenience of Bidders an unofficial electronic copy of the Bidding Documents will be included on CD-ROM. The method of payment will be cash or by bank transfer (Bank Zachodni WBK SA XIV Oddzial w Warszawie 54 1090 1014 0000 0000 0301 4206). The document will be sent by courier or may be collected in person on payment of the fee at the address below. 7. Bids must be delivered to the address below at or before 12:00 hours, June 21, 2011. Bids need to be secured by a Bid Security. The amount of Bid Security required is: 155 000 EUR or an equivalent amount in a freely convertible currency. Late bids will be rejected. Bids will be opened in the presence of Bidders' representatives who choose to attend at the address below at 12:00 hour, June 21, 2011. 8. The attention of prospective Bidders is drawn to (i) the fact that they will be required to certify in their bids that all software is either covered by a valid license or was produced by the Bidder and (ii) that violations are considered fraud, which can result in ineligibility to be awarded World Bank-financed contracts.
