The Republic of Kosovo received a Grant/Credit from International Development Association (IDA) in the amount of US$ 3.6 Million equivalent as Grant and in the amount of US$4.4 Million equivalent as Credit, towards the costs of the Public Sector Modernization Project (PSMP) and it intends to apply part of the proceeds to payments for Consulting Services. These services include Technical Assistance to Improve Human Resource Management in the Core Civil Service (Including Training).

The Ministry of Finance for and on behalf of the Ministry of Public Administration now invites eligible consultants to indicate their interest in providing the services.
Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.) Consultants may associate to enhance their qualifications.

DESCRIPTION OF THE ASSIGNMENT

This assignment comes under Component Two, Subcomponent 2A of the Public Sector Modernization Project.

The main objective of the assignment is to foster creation of a professional, merit based Civil Service in the Republic of Kosovo. This objective will be achieved through support in implementation of the new legal framework in the Civil Service, i.e. the Law on Salaries of the Civil Servants and the Law on Civil Service.

The activities will build on the basis of newly adopted framework legislation on the Civil Service, on the assessments done previously by international organization and government institutions, on the assistance provided by different projects, ongoing or planed to be implemented during the expected lifespan of the World Bank financed project and will prepare the ground for future planed support in this area.

The activities will be twofold: in first instance will support the elaboration of internal procedures on implementing the new processes, and secondly will support capacity building initiatives for the Department for Civil Service Administration and other stakeholders in properly enforcing legal requirements.

ACTIVITIES TO BE UNDERTAKEN

The Consultants will be required to provide support in the following activities:

  • Supporting the Department for Civil Service Administration (DCSA) and all civil service institutions in implementing the new job classification and salaries system (pay and grading reform), coaching the staff, piloting in selected institutions and extending the system to all the institutions within the civil service;
  • Migration of the current civil servants into the new job classification system, in line with the regulations and standards set;
  • Verification of data to be entered into personnel records and Human Resource Management Information System (HRMIS) for each civil servant;
  • Elaborate training modules and implement Training of Trainers (ToT) and support the implementation of the training process for all stakeholders in all abovementioned processes;
  • Elaboration of the implementation plan for the new procedures set by the new law on Civil Service (staff planning, recruitment, promotion) and draft regulations (where these are not already adopted), guidelines and manuals for DCSA, Human Resource Unit (HRU) and other staff involved. Support DCSA and other civil service institutions implementing the institutes of the Civil Service Law (CSL), coach the staff, analyze procedures and boost implementation;
  • Prepare a comprehensive Human Resource Management training module on the new CSL provisions, on the processes designed and on implementation skills. Run a ToT program and support Kosovo Institution for Public Administration (KIPA) in running the wide training campaign for all involved civil servants;
  • Support DCSA / KIPA in updating the training strategy for the civil service aimed at improving the training’s quality and relevance to job-related skills;
  • Support DCSA implementing the Training Needs Assessments (TNA) methodology and update the TNA document;
  • Elaborate a system on linking career advancement with participation in the training by creating a system of compulsory trainings and accreditation of training modules for different categories of civil servants.
  • Develop a training impact assessment methodology and train DCSA, KIPA and human resource staff in ministries and other civil service institutions in using it for monitoring and evaluation purposes as well as for identifying new training needs and required improvements to training courses.

    Interested consultants should offer a team composed of Consultants with the following expertise:

    1. Human Resource Management in the Civil Service; experience in implementing pay and grading reforms.
    2. Civil Service Trainings.

    REQUIREMENTS TO BE FULFILLED BY THE INTERESTED CONSULTANT
  • Interest can be expressed by any company that is legally registered in its country of origin for provision of consulting services as a sole consultant company or Joint Venture;
  • Each company/organization of a Joint Venture is obliged to meet the requested obligations according to the relevant provisions of the Procurement Guidelines of the World Bank; and
  • The company/ Joint Venture shall provide evidence of a track record of similar projects (at least ten relevant projects) successfully performed by the company or their experts.

    A consultant will be selected in accordance with the Quality and Cost-Based Selection (QCBS) according to the Guidelines: Selection and Employment of Consultants by World Bank Borrowers, May 2004, revised October 2006 and May 2010.
