ANNOUNCES

INVITATION

for submission of offers for supply of equipment and execution of the works on reconstruction and modernization of the electro-technical facilities (Lot 1 - signaling - interlocking facilities, Lot 2 - telecommunication facilities and Lot 3 - overhead contact line and power supply facilities) on the Gilje-Cuprija-Paracin section of the Belgrade - Nis railway line

Joint Stock Company "Serbian Railways" hereinafter referred to as "the Employer" intends to use a part of the proceeds of the loan from the European Investment Bank (Bank) towards the cost of execution of the works related to the reconstruction and modernization of the Gilje - Cuprija - Paracin section of the Belgrade-Nis railway line.

The Employer invites the tenderers to submit the sealed offers for the following contract to be funded from a part of the proceeds of the loan:

"Supply of equipment and execution of the works on reconstruction and modernization of the electro-technical facilities (Lot 1 - Signaling - interlocking facilities, Lot 2 - Telecommunication facilities and Lot 3 - Overhead contact line and power supply facilities) on the Gilje - Ćuprija - Paraćin section of the Belgrade - Niš railway line".

Within the first stage of reconstruction and modernization of the existing Gilje - Ćuprija - Paraćin single-track line, the works related to the construction of a double-track railway bridge over the Velika Morava River are ongoing on this section.

On the concerned section, the civil engineering works of reconstruction and modernization of the railway line, will be performed simultaneously.

The above works are planned to be performed along with the works which are subject of this Invitation, and to be completed together.

Tendering for the present contract is open to all firms from all countries. The proceeds of the Bank's loan will not be used for any payments to persons or entities or for any import of goods if such payment or import is prohibited by the decision of the United Nations Security Council pursuant to Chapter VII of the Charter of the United Nations.

In order to qualify for the award of the contract, tenderers must satisfy the following minimum requirements:

— The Tenderer must show documentary evidence of its full compliance with the requirements with respect to the experience and expertise of its staff, its having necessary equipment at its disposal, its financial viability and court disputes;

— The Tenderer and/or its prospective subcontractors must have appropriate licenses for the execution of the works, issued by a competent authority in the country where the Tenderer has its registered office; if the Tenderer is not from the Employer's country, the license submitted by a foreign Tenderer and subcontractors must be translated into English and certified;

— The Tenderer must have minimum 5 years of experience in the execution of the works on railway lines;

— The Tenderer's average annual turnover over the last 3 years (2008, 2009, 2010) (applicable for single tenderer as well as for Joint Ventures) must be in the amount of 20 million EURO or equivalent;

— The Tenderer must have successful experience in the execution of at least:

—— 2 projects for construction/reconstruction of overhead contact line systems i.e. stable electric-traction installations on the railway lines with the high voltage alternate current overhead contact lines, in the amount of EUR 5 million each, and

—— 2 projects for construction/reconstruction of the signaling and safety and/or telecommunication devices on railway lines in the amount of EUR 5 million each,

out of each group of the above mentioned projects, at least one project should be completed individually or as a leading partner in JV/Consortium.

— The Tenderer must demonstrate, by a bank statement from his bank, that he may have available or he may have access, if necessary, to the liquid assets, credit lines or other financial means sufficient to meet the construction cash flow according to the contract for a period of 6 months, not less than the amount equivalent to EUR 4 million (applicable to single tenderer as well as for Joint Ventures);

— The Tenderer must submit the audited financial statements (Balance Sheet + Profit and Loss Account) for the last 3 years and demonstrate the soundness of the applicant's financial position and its long-term profitability;

— The Joint Venture/Consortium must satisfy cumulatively all of the above stated criteria related to the general experience and financial resources, and the leading partner must meet individually the criteria of average annual turnover over the last three years in the amount equivalent to EUR 8 million EURO;

— All partners in the JV/Consortium and specialized sub-contractors shall satisfy the sound financial position and litigation history criteria.

All offers must be accompanied by a tender security in the amount of minimum EUR 300,000.00 or the equivalent amount in RSD or another convertible currency.

The offers shall remain valid for the period of 120 days after expiry of the deadline for submission of offers. The offers with the validity period shorter than the above stated shall be rejected by the Employer as non-compliant.

Offers must be delivered to the office at the address below not later than February 10, 2012, at 12:00 o'clock (noon) local time, and will be opened the same day at 3 p.m. local time, in JSC "Serbian Railways" Headquarters, in Great Hall on the 1st floor, in the presence of those tenderers' representatives who choose to attend.
