National Communication and Outreach Consultant

Project Background

The PDO is to provide access to land tenure security, agricultural and social services, and selected infrastructure to small farmers and communities in Indigenous Communal Land Titling (ICLT) and Social Land Concession (SLC) project areas as well as prepare Commune Land Use Planning (CLUP) in Cambodia. Ministry of Land Management Urban Planning and Construction (MLMUPC) as Executing Agency and Ministry of Agriculture, Forestry and Fisheries (MAFF) as Implementing Agency have received financing from the World Bank for LASED III. LASED III will support activities involving small scale irrigation distribution networks from already existing wells or intakes at 7 existing LASED II SLCs and provide support to 12 new SLCs, 33 ICLTs that have received communal land titles and 15 IP communities that have applied for ICLT and prepare CLUP for 450 communes.

Main Duties and Responsibility

  • Work with project implementing agency to regularly update, as needed, its communication and outreach plan. Make recommendations for appropriate communication and outreach actions and ensure their appropriate implementation,
  • Identify, develop, and prepare necessary communication materials to targeted communes and indigenous communities (media briefing, leaflet, poster, project fact-sheet, information package, and public announcement, video production, social media posting, radio talk show),
  • Design effective Power Point Presentation for project management team and relevant entities within the project,  
  • Work closely with project director, Operations Sectional Director, Technical Director, consultants and provincial based communication officers including building their communication and outreach capacity,
  • Assist in preparing media briefing as required by Operations Section Director,
  • Develop of knowledge management and share mechanism with all stakeholders/networks. This will include developing, operating, and maintaining a database and at the respective (communication and outreach) server running the project MIS,
  • Maintain and regularly update the project’s social media presence. Assist in maintaining communication with stakeholders through the website,
  • Identify and advise on (new) Knowledge Management and Information Sharing tools, as well as languages and their appropriate application at all project levels. This will include new technologies, in particular as applicable to the LASED III activities by IA and in different (technical) areas,
  • Prepare and organize awareness raising events at 14 existing SLC and around 12 new SLC sites, as well as approximately 30 IP communities that have received ICLT and 15 IP communities that have applied for but not yet received ICLT of LASED III,
  • Track information related to project activities and report project progress on regular basis (every three months), and on ad hoc basis; and to ensure that public information parts are disseminated to stakeholders through appropriate channels,
  • Work closely with the project team preparing the annual work plan and budgeting (AWPB),
  • Interact with government officials, stakeholders and NGO partners to develop strategy for gender mainstreaming,
  • Work closely with Environmental and Social consultants to conduct regular field risk analysis on social safeguards at all construction sites.

Required Skill and Qualification

  • At least 7 years of solid expertise in and ability to apply communication and outreach tools and techniques, including the ability to analyze and use research data,
  • Ability to work with and communicate effectively with diverse stakeholders including government, civil society and media Knowledge of computer use (Word, Excel, and Power Point),
  • Ability to work with and communicate effectively with diverse stakeholders including government, civil society and work well with either alone or as part of the LASED III team,
  •  At least a university degree in communication, journalism, social sciences, public affairs, political science, or related field,
  • Solid understanding of socio-political, economic, land, and cultural background of Cambodia,
  • Good communication skills, written and spoken in Khmer and English,
  • Has experience working with IP communities.
  • Willing to do fieldwork with community and indigenous people for both SLC and ICLT, and
  • Regional and international experience in similar work would be an added advantage.

The individual consultants will be based in LASED III, MLMUPC, Phnom Penh and traveled project areas.

The selection process will be carried out in accordance with provisions set forth in the Government Procurement Manual for Externally Financed Projects/Programs in Cambodia and Approved Selection Method for Individual Consultants - Section VII. Approved Selection Methods: Consulting Services of the World Bank Procurement Regulations for IPF Borrowers, dated July 2016, revised November 2017 and August 2018.
