1. The Government of Pakistan has received credit from the International Development Association towards the cost of Additional Financing for the Sindh Resilience Project (Irrigation Component) and intends to apply part of the funds to cover eligible payments under the Contract for Works of Contract Package Nos;

(iii)       PK-SID-252671-CW-RFB-AF-21,          

2. The Project Director, Sindh Resilience Project (Irrigation Component) for each of Contract invites sealed bids from eligible bidders for the construction and completion of the following works.

The Works for each of aforementioned Contracts are to be completed in 364 days. Partial or incomplete bids will be treated as non-responsive.

Bidders may bid for one or more of the above contracts, including all items specified under each contract. Bid evaluation and contract award will be made contract wise.

3.         Bidding will be conducted through National Competitive Procurement using a Request for Bid (RFB) as specified in the World Bank’s  Procurement Regulation for IPF Borrowers” (July 2016) revised November, 2017 and August 2018 (“Procurement Regulations”) and is open to all Bidders as defined in the Procurement Regulations Following Method (One-Envelope Bidding Process)

4.         Interested eligible Bidders may obtain further information from office of the Project Director, Sindh Resilience Project (Irrigation Component) and inspect the bidding document during office hours 0900 to 1600 hours at the address given below.

5.         A complete set of bidding documents in English may be purchased by interested eligible Bidders upon the submission of a written application to the address below and upon payment of a nonrefundable fee of Rs. 3,000/-. The method of payment will be through Bank Draft. Additional sets of documents may be purchased at the same price. Interested bidders may obtain further information at the same address.

6.         Bids must be delivered to Project Director Sindh Resilience Project (Irrigation Component) Bungalow No. 125-B, Khayaban-e-Bahria Defence Housing Authority Phase-VII, Karachi on or before October 12, 2021 at mentioned time as above for each contract. Electronic Bidding will not be permitted. Late Bids will be rejected. Bids will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend at the same address below.

7.         Bids shall be valid for a period of 90 days after bid opening as mentioned in the bidding documents. All Bids must be accompanied by a 5% (In shape of Bank Guarantee only) of the Bid Price.

8.         A pre-bid meeting will be held at 12:00 hrs on September 28, 2021 for aforementioned contract package at the office of the Project Director, Sindh Resilience Project (Irrigation Component) Bungalow No. 125-B, Khayaban-e-Bahria, Defence Housing authority Phase-VII, Karachi. The purpose of the meeting will be answer queries on any matter that may be related to site or Bidding Documents. All potential bidders who obtained the Bidding Documents are invited to attend.   

9.         All bidders shall be required to submit with their bids, qualification information specified in the bidding documents. This information shall be used to establish through Post Qualification whether the bidder is qualified to perform the work.

10.       Bids are required to submit on item rates basis (not on the basis of composite schedule of Rates with Percentage premium) and the rates and amounts (in Rupees) must be filled by the bidder for each item in the Bill of Quantities and provide a total price. Non-Compliance will result in rejection of bid.

11.       Bidders should give their best and final price in their bids as no negotiations are expected.

12.       As provided in the bidding documents, bidders engaged in corrupt or fraudulent practices (including collusion/ pooling) will be declared ineligible, either in indefinitely or for a stated period of time, to be awarded a contract financed by the World Bank.

13.       Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.”
