This notice was originally published on 23 March 2012 and was updated on 26 March 2012. The deadline date changed from 29 March to 6 April 2012.

This request for expressions of interest follows the general procurement notice for this project that appeared in Development Business on February 17, 2009.

Montenegro has received a loan from the International Bank for Reconstruction and Development (IBRD) in the amount of EUR 11 million equivalents toward the cost of the Land Administration and Management Project and 11 mil. EUR from Government of Montenegro and intends to apply the proceeds of this loan to payments for consulting services for Customer and Social Survey related to the permitting and property registration system in Montenegro, No.: MNE-LAMP-7647-CQ-CS-12-C.8

The service include : research the level of customer satisfaction related to services provided by the Real Estate Administration Department (READ), such as : building /construction permits and inspections, urban and spatial planning, at both the national and municipal levels.

The research shall cover the following three target groups in 21 municipalities in Montenegro:
 
  • Group I: Households. Sample of 800 households
  • Group II: Companies. Sample of 300 companies and 10 public institutions
  • Group III: Customers of the Cadastre services (natural persons and legal entities) 1,000 customers (700 natural persons and 300 representatives of legal entities) of the Cadastre services

    The Consultant would design and prepare new questionnaires in accordance with the instructions of the Client , based on the Client's previous experiences (from the first customer and social study).

    The Montenegro Land Administration and Management Project team now invites eligible Consultant firms to indicate their interest in providing the services. Interested Consultant firms must provide information indicating that they are qualified to perform the services fulfilling the following qualification requirements:
  • An established consulting or research firm with an experience of at least five years in the consulting/research area;
  • A demonstrated experience of providing the similar type of service (at least 3 similar services provided in the last five years) in the area related to the issues regarding socio-economic issues, business community;
  • Have in/house expertise (key professional staff) to form a core team to carry out the analytical and forecasting work in order to provide the services;
  • The key staff of the Consultant should be fluent in both English and Montenegrin language.

    Consultants may associate to enhance their qualifications. The associations should clearly indicate the form of the association (Joint-venture or sub-consultancy; member in charge; other member/s and or sub-consultants). Joint ventures should submit letters of intent indicating their intent to form a joint venture if awarded the contract and shall provide the above mentioned information for each member of the joint venture.

    A consultant will be selected in accordance with the World Bank's Guidelines: Selection and Employment of Consultants by World Bank Borrowers (May 2004, revised in October 2006).
