Description

1.    The Socialist Republic of Viet Nam has received a loan from the Asian Development Bank (ADB) towards the cost of Phuoc Hoa Water Resources Project (supplementary). Part of this loan will be used for payments under the contract named above. Bidding is open to bidders from eligible source countries of ADB.

2.    The Hydraulic Project Investment and Construction Management Board No.9, Ministry of Agriculture and Rural Development ("the Employer") invites sealed bids from eligible bidders for completion of "Construction + Equipment for Duc Hoa Main Canal" ("the Works"), comprising a trapezoidal concrete-lined canal and associated structures, for the purpose of diverting 21.44 m3/s of flow from Dau Tieng East Canal to the Duc Hoa Irrigation subproject. Indicative quantities are: a) concrete works 43,000 m3; b) earth excavation 700,000 m3; c) compacted earth fill 1,142,000 m3. Associated structures consist of 75 structures including: intakes, offtakes, regulators, culverts, bridges, outflow spillways, siphon crossing Thay Cai Main Canal with 2 steel pipes 2.6 m diameter and 1,208 m long per each pipe, construction of concrete lined canal Q>20 m3/s and pipeline with diameter 1.0 m or above, the length of section below the river bed is 150m or above.

3.   Participation as contractor, management contractor, or subcontractor in at least one (01) contract within the last ten (10) years, with a value of at least US$ 24,000,000 (twenty four million USD) /contract that have been successfully or are substantially completed and that are similar to the proposed works. The similarity shall be based on the physical size, complexity, methods, technology or other characteristics as described in Section 6 (Works Requirements). Minimum average annual turnover of at least US$ 24,500,000 (twenty four million five hundred thousand USD) calculated as total certified payments received for contracts in progress or completed, within the last three (03) years.

4.    International Competitive Bidding (ICB) will be conducted in accordance with ADB's Single Stage: One-Envelope bidding procedure and is open to all bidders from eligible countries.
