This notice is an update of that which was published in UN Development Business online on 15 April 2010 (see WB1648-774/10). This request for expressions of interest follows the General Procurement Notice for this project that appeared in UN Development Business No. WB 904-652 of 17 th March 2005. The Republic of Azerbaijan has received a credit from the International Development Association (IDA) and intends to apply part of the proceeds of this credit to payments under the contract for Monitoring of MIS use efficiency in the branch offices of the State Social Protection Fund of the Republic of Azerbaijan (SSPF). The services include the following: a) Inspection of functionality and operability of the computer infrastructure and MIS; b) Assessment of performance of the branch office of SSPF in terms of efficient use of MIS; c) Revealing the major problems and limitations preventing branch offices of SSPF from performance improvement; d) Revealing possible limitations of MIS in terms of functionality and coverage of business processes; e) Preparation of proposals for overall improvement of performance in the branch offices. The works shall be competed within 7 months after signing of the contract. The SSPF Project Implementation Unit now invites eligible consultants to indicate their interest in providing these services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, general qualifications, qualification of the key staff and so forth). Consultants may form joint ventures to enhance their qualifications. The selection shall be on the basis of Quality and Cost-Based Selection (QCBS). The Client shall select short list of six firms with the most appropriate qualifications and references, and invite them to submit technical and financial proposals. Consulting services will be selected in accordance with the World Bank's Guidelines (May 2004) revised October 2006 titled: Guidelines: Selection and Employment of Consultants by World Bank Borrowers.
