This specific procurement notice follows the general procurement notice for this project, which was published at dgMarket on January 19, 2010.

The People’s Republic of China has applied for a loan of US$84 million from the World Bank towards implementation of the Chongqing Urban Rural Integration Project, and it intends to apply a part of the loan proceeds to eligible payments under the contracts for consulting services as Project Management and Institutional Strengthening.

The overall development objective of the project is to: increase access of residents in participating counties and districts to improved public services including roads, water supply, employment training, and primary health care. The project is designed to address a main development challenge in Chongqing: to narrow the public service gap between residents living in rural areas with those living in urban centers. The results of the project would be measured by the following indicators: a) increase in population with access to road transport networks that reduce travel time to main urban county centers; b) increase in population with access to safe drinking water; c) increase of unemployed or unskilled rural laborers with access to vocational education programs; and d) increase of population with access to primary health care services at the community level. Under the project, the consultancy will supervise project implementation and strengthen CPMO and PIU skills in the areas of project management, procurement and contract management, accounting and financial management, O&M management, and compliance with safeguard policies.

The services required under this assignment mainly include:

1) Construction Supervision and Contract Management: The objective of this sub-assignment is to help CPMO and PIUs formulate project management plans in accordance with the actual project progress, and to establish a management information system to monitor and administer overall project progress and contract implementation.

2) Financial Management and Institutional Strengthening: The objective of this sub-assignment is to provide facilitation to enable PIUs to develop an effective financial management system, to provide collaboration for the annual auditing and engineering audit, and to supervise and inspect the financial management status of each PIU.

3) Support for the Compliance with Safeguard Policies: This sub-assignment is to supervise the implementation by PIUs in Environmental Management Plan (EMP), Resettlement Action Plan (RAP), and Resettlement Policy Framework (RPF) and to evaluate dam safety issues, according to Bank’s safeguard policies.

4) Support for Operation, Maintenance and Management: The objective of this sub-assignment is to provide technical assistance to PIUs in operating and maintaining newly-constructed facilities so as to achieve sustainable objectives.

The Chongqing Project Management Office (CPMO) invites expressions of interest from interested eligible consultants, with experience of the above assignments. Interested consultants must submit information to demonstrate that they are qualified to perform the services, which should include the firm’s brochures, understanding of the project background, descriptions of similar assignments undertaken in the past five years, in similar conditions, if any, and availability of appropriate skills among staff, etc. Consultants may associate to enhance their qualifications.

Expressions of interest must be delivered to the address below, no later than 17:00, March 18, 2010(Beijing time). They may also be submitted electronically. However, CPMO will not be responsible for any delay in delivery or loss of electronic submissions.

Letters of invitation for consulting services will be issued to shortlisted firms and a consultant will be selected in accordance with procedures set out in the World Bank’s Guidelines:
