Consultancy Services for the update of Designs and Construction Supervision of works at Uganda Hotel and Tourism Training Institute (UHTTI) Phase II.

1. The Government of Uganda has received additional financing from the World Bank toward the cost of the Competitiveness and Enterprise Development Project (CEDP-AF), and intends to apply part of the proceeds for consulting services. 

2. The consulting services ("the Services") include Consultancy services for review and update of existing designs and construction supervision of works at Uganda Hotel and Tourism Training Institute (UHTTI) Phase II. 

3. Private Sector Foundation Uganda (PSFU) through the Competitiveness and Enterprise Development Project now invites eligible consulting firms ("Consultants") to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are as follows:

  • Experience of at least 5 assignments each of similar nature scope and value not less than USD 500,000 (United States Dollars Five hundred thousand only).
  • Experience in Sub-Saharan Africa or other Countries of similar conditions for at least 3 assignments.
  • Availability/presence in the Consultant’s firm of the following expertise; an Architect, Civil (Structural) Engineer, Mechanical Engineer, Electrical Engineer, Land Surveyor, Quantity Surveyor, Environment Management Specialist, Interior Designer, and Social Safeguards Specialist.

4. The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers”, dated July 2016 revised November 2017 and August 2018 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest. 

5. Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected. 

6. A Consultant will be selected in accordance with the Consultant’s Qualification Based Selection (CQS) method set out in the Procurement Regulations.

Consultants may make arrangements to have their Expressions of interest delivered by courier services at their cost. However, PSFU shall not accept liability for loss or late delivery.
